I just got back from my first AALL (American Association of Law Libraries) conference which met in Philly. In comparison to the other two conferences I have been attending regularly, AALL is a little more like ALA than SALALM. AALL is big enough for caucuses, and a whole variety of groups within the larger AALL, but it’s still small enough to really allow you to meet new colleagues and make some meaningful connections.

Acabo de regresar de mi primera conferencia de AALL que se reúnen en Filadelfia. En comparación con las otras dos conferencias a las que regularmente asisto, AALL es un poco más como la ALA que como SALALM. AALL es lo suficientemente grande para una gran variedad de grupos dentro de la misma AALL, sin embargo es lo suficientemente pequeña para realmente permitirme conocer nuevos colegas y hacer algunas buenas conexiones.

While at the conference I visited with the IFLP (Index to Foreign Legal Periodicals) and learned that the index is moving to a a new platform, HeinOnline. Later I attended the Latino Caucus Lunch where I ran into some old friends and made a couple new ones. While having lunch we got two speakers, the first being Joyce Manna, outgoing president for AALL. Manna recently returned from Chile where she attended the country’s first Law Library conference – 1er Seminario de Información y Servicios Jurídicos. Apparently the event went very well, and the organized were delighted to see international interest about their event, as see by a couple of foreign speakers, and by the  statistics gathered from the live streaming of the event. The other speaker was Yolanda Vazquez, Clinical Law Professor from the University of Pennsylvania School of Law.  Vazques gave a great talk about immigration law and how it disproportionally affects Latinos in the USA.

Durante la conferencia visité con el grupo del IFLP (Index to Foreign Legal Periodicals) y me enteró de que el índice se traslada a una nueva plataforma, HeinOnline. Más tarde asistí a un almuerzo del Latino Caucus, donde me encontré con algunos viejos amigos e hizo un par de amigos nuevos. Durante el almuerzo tuvimos dos presentadores, la primera fue Joyce Manna, presidenta que recién termina su mandato con AALL. Manna acaba de regresar de Chile donde asistió a la primera conferencia nacional Biblioteca de Derecho – 1er Seminario de Información y Servicios Jurídicos. Al parecer el evento estuvo muy bien organizado y la organización estaba encantada de ver interés internacional hacia su eventos, en la participación de un par de expositores extranjeros y por las estadísticas recogidas a partir de la transmisión en vivo del evento. La otro presentadora fue Yolanda Vázquez, profesora de derecho en la Universidad de Pennsylvania, Escuela de Derecho. Vázquez dio una gran charla sobre la ley de inmigración y cómo esta afecta de manera desproporcionada los latinos en los EE.UU.

I also attended a session by a librarians who’s name I can’t recall right now, who showed us a lot of great tips on how to make the most of Google’s Advance Search feature. He showed things that are just handy, like Google’s calculator, currency converter, and world clock. But he also showed how to make the most of Google’s search algorithm, like searching for an exact phrase, excluding terms from a search, making search terms literal, and using Boolean connectors. You can find Google’s own explanations for how to become an expert searcher here. And please do remember that Google is an excellent place to begin your searching, but it should not be the last one.

También asistí a una sesión por un bibliotecario cuyo nombre ahora no recuerdo que nos enseñó un montón de buenos consejos sobre cómo aprovechar al máximo las características de Búsqueda de Avanzada de Google.  Nos mostraron cosas simples pero útiles, como la calculadora de Google, la conversión de moneda, y un reloj mundial. Pero también nos mostró cómo aprovechar al máximo el algoritmo de búsqueda de Google, por ejemplo, como buscar una frase exacta, con excluir algún término de una búsqueda, como hacer una búsqueda de términos literal, y el uso de conectores Boolean. Usted puede encontrar las explicaciones de Google sobre cómo convertirse en un experto aquí. Y por favor recuerde que Google es un excelente lugar para comenzar su búsqueda, pero no debe ser el último recurso que consulte.

Another session I attended had a panel debating whether of not law librarians should have JDs. The two presenters against demanding law librarians to have JDs were much more vocal than those in favor. Their criticism explained that a truly passionate and knowledgeable librarians can be an excellent law librarians, and commented that it is a disservice to demand this degree when in our current economic crisis it is resulting in many former attorneys who can no longer litigate to become law librarians when their heart really isn’t into the work. They also criticized the current costs that most law students incur while attending law school, and how having this additional degree makes a very small impact on law librarian salaries. The folks in favor of requiring law librarians to have JD made one main point to argue, that most job postings for law librarians include working to require, or prefer candidates with a JD, so basically not having one means you are much less likely to be interviewed for the position or hired. Still when we did a show of hands at least 60% of all the librarians here did not have a JD.

Otra de las sesiones que asistí fue un panel de debate sobre si los bibliotecarios jurídicos deberían tener un titulo de abogado o no. Los dos presentadores en contra de la practica de exigirle a los bibliotecarios jurídicos un titulo de abogado argumentaron su punto de manera mucho mas activa que el otro lado del debate. Mientras explicaban su critica explicaron un bibliotecario realmente apasionado y bien entrenado en su labor fácilmente llegara a ser un excelente bibliotecario jurídico, y comentó exigir este titulo puede crear efectos negativos en la profesión. El riesgo es que en esta economía atraigamos abogados que no pueden ejercer su carrera y convertirlos en bibliotecarios que realmente no están interesando en esta labor. También criticaron los costos que incurren la mayoría de estudiantes de derecho al estudiar esta carrera, y la forma en que este grado adicional tiene un impacto muy pequeño sobre los salarios del bibliotecario jurídico. La gente a favor de exigirle a los bibliotecarios jurídicos tener titulo de abogado alego un punto en especial, que la mayoría de ofertas de trabajo para bibliotecarios jurídicos incluyen alguna frase diciendo que se exige, o se prefieren candidatos con un titulo de abogado, por lo cual, básicamente no tener este titulo quiere decir que es mucho menos probable que lo inviten para una entrevista o que lo contraten para el cargo. Sin embargo cuando hicimos una votación, al menos 60% de todos los bibliotecarios en el salón no tenía dicho titulo.

Another great session was the presentation by Gloria Orrego Hoyos, this year’s FCIL Schaffer Grant for Foreign Law Librarians who talked about the aftermath of Argentina’s dirty war and how libraries and archives are helping peace together the history of that time period and helping survivors gain justice for past crimes.

Otra gran sesión fue la presentación de Gloria Orrego Hoyos,  la recipiente del premio FCIL Schaffer Grant for Foreign Law Librarians. Gloria habló sobre las secuelas de la guerra sucia en Argentina y cómo las bibliotecas y los archivos están ayudando atar cabos sobre la historia de ese período y como están ayudando a darle justicia a los sobrevivientes  de estos crímenes del pasado.

There was another session highlighting websites that can help you keep on the right side of the law when it comes to copyright. Some of the websites we saw included; the U.S. Copyright Office, Copyrightlaws.com, Copyright and Fair Use, Creative Commons, and many others. (I’ll try to come back to this very important topic on another blog post.)

Hubo otra sesión destacada sobre sitios web que le pueden ayudar a mantener en el lado correcto de la ley cuando se trata de los derechos de autor. Algunos de los sitios que vimos incluida, la Oficina de autor de EE.UU., Copyrightlaws.com, Copyright y uso razonable, Creative Commons, y muchos otros. (Voy a tratar de volver a este tema tan importante en otro post.)

I attended a number of other sessions, but this handful especially stuck with me. Now I’m looking forward to next year’s AALL conference in Boston!

Background

The Inter-American Development Bank (IDB) continues to strengthen its strategy for the implementation of international standards and good practices for the processing, storage and dissemination of Bank’s publications to facilitate access to quality and pertinent knowledge in a timely manner and enhance the visibility of the Bank’s Knowledge Products (KPs) among relevant target groups within the Bank and in LAC. One of the fundamental pieces of this strategy is the Bank Repository of Institutional Knowledge (BRIK), coordinated by the Knowledge Management Division and the Felipe Herrera Library of the Bank. Among the various aspects of the Repository Project is the implementation of a repository platform able to interact with current Bank tools and external knowledge sources which will consolidate access, and provide additional context and meaning to Bank knowledge products, in coordination with the development and implementation of a faceted controlled vocabulary and the adoption of a metadata schema compliant with international standards to facilitate classification, retrieval, and exchange.

Objective of the consultancy
Main Activities

• Maintain controlled vocabulary files (faceted, poly-hierarchical) as needed both in hosting software (source) and within systems leveraging the source files.
• Assist in the design, development, and monitoring of a Vocabulary Portal, researching Bank’s subject vocabulary and updating thesaurus according to current events of issues in Latin American development.
• Continuously seek for advice and feedback in understanding Bank’s use of subject terms by specialists in project and sectorial teams.
• Identify and upload documents into the Bank’s Institutional Repository (BRIK).
• Review and edit metadata of documents in BRIK as assigned, adhering to cataloging standards and policies.
• Serve as a support contact for questions related to BRIK and the controlled vocabulary, including troubleshooting and performing hands-on training for Bank personnel.
• Work in close coordination with BRIK Repository and Vocabulary Portal teams.
• Other activities as assigned, in support of the Repository project team.

Deliverables

• Consistent provision of timely, high-quality service and products.
• Updated Vocabulary file.
• Final report including achievements and lessons learned upon completion of contract.

Academic Degree

Last week I was in Philly for the annual SALALM conference. I always look forward to this conference because I know I will be attending interesting panels, hearing about great projects, and meeting very dedicated librarians and vendors, all with Latin American as a background.

La semana pasada estuve en Filadelfia para la conferencia anual de SALALM. Siempre estoy esperando que ya sea hora para nuestra próxima conferencia porque sé que habrán paneles muy interesantes, oiré hablar de grandes proyectos, y me reuniré con bibliotecarios y libreros muy dedicado a su labor, todos esto con América Latina como telón de fondo.

This year, and with the help of John Wright (BYU), Ellen Jaramillo (Yale), and Carlos Retta (Retta Libros), I helped organize a workshop for the Libreros (book vendors) who attend SALALM. The idea for this workshop was born last year at our yearly conference when we were again reminded about the technical services trends by which more and more of the work that used to be done by librarians in house, is now being pushed out to the vendors, a good amount of whom are not yet sure how to respond to this change.

Este año, y con la ayuda de John Wright (BYU), Ellen Jaramillo (Yale), y Carlos Retta (Retta Libros) ayude a organizar un taller para los libreros que asisten a SALALM. La idea de este taller nació el año pasado en nuestra conferencia anual cuando se nos recordó sobre las tendencias en servicios técnicos donde cada vez más el trabajo que hacían bibliotecarios en sus bibliotecas ahora se le esta empujando hacia los libreros, una buena cantidad de los cuales aún no están seguros de cómo responder a este cambio.

Most of the Libreros who specialize in Latin American are small, family run businesses who don’t always have the needed resources to implement major changes into their business plans. The economy has not helped since librarian’s budgets continue to be strained. With this in mind the group of us decided to do something about the situation. Our proposed solution was two fold; we would plan and deliver a workshop at our yearly conference which focused on some issue of technical services that could help the Libreros; and secondly we created a online space where were could share information and exchange ideas. This year was our first workshop and it was a resounding success.

La mayoría de los libreros especializados en América Latina son empresas familiares pequeñas, que no siempre cuentan con los recursos necesarios para implementar grandes cambios en sus planes de negocio. La economía no ha ayudado esta situación, ya que los presupuestos de los bibliotecarios se siguen cortando. Con esto en mente decidimos hacer algo al respecto. Nuestra solución fue una propuesta doble; queremos organizar y ejecutar un taller en nuestra conferencia anual que se centra en algún tema de servicios técnicos que pueden ayudar a los libreros, y en segundo lugar hemos creado un espacio en línea donde se pueden compartir ideas e intercambiar información. Este año fue nuestro primer taller y fue un éxito rotundo.

For our first workshop we contacted Tony Harvell from UCSD to deliver a presentation on EDIFACT invoicing. For those not familiar for EDI invoicing, it’s a system by which vendors can deliver invoices in electronic form which helps librarians harvest basic bibliographic information without having to retype it, and helps speed up payment to the vendor. Tony offered general information about EDI invoicing, needed software, and other alternatives vendors can implement while preparing to offer this service.

Para nuestro primer taller contactamos a Tony Harvell de UCSD para ofrecer una presentación sobre la facturación EDIFACT. Para aquellos que no han escuchado sobre la facturación EDI, este un sistema por el cual los vendedores pueden entregar facturas en formato electrónico de los cuales los bibliotecarios pueden sacar información bibliográfica básica sin tener que volver a escribirla, también ayudan a acelerar el pago al vendedor. Tony ofreció información general sobre la facturación EDI, el software necesario y otras alternativas que se pueden aplicar mientras se prepara para ofrecer este servicio completo.

After the session most Libreros came up to us to say how useful this session had been and to express the desire that we continue these workshops. For the four of us organizing this event it was very rewarding to receive such positive feedback, and now we are all very committed to making this a yearly event. In a couple of months we will be sending our Libreros a survey gathering some pointed feedback on the session and getting suggestions for next year’s session.

Después de la sesión la mayoría de libreros se acercaron decirnos que tan útil había sido esta sesión ha sido y para expresar el deseo de que continuemos con estos talleres. Para los cuatro de nosotros organizando este evento fue muy gratificante recibir comentarios positivos, y ahora todos estamos muy comprometidos a ofrecer este taller de manera anual. En un par de meses estaremos enviando a nuestros libreros una encuesta buscando comentarios sobre el taller y sugerencias para la sesión del año entrante.

The second aspect of this project was creating an online space  we titled “Libreros SALALM” where we can share information and exchange ideas throughout the year. I anticipate that this will be a very useful tool to keep in touch since we are only able to meet in person once a year. On this site we are gathering information about changes in library’s technical services, changes in the cataloging world regarding MARC21, RDA and the like, and related announcements from major libraries such as the Library of Congress.

El segundo aspecto de este proyecto fue crear un espacio en línea que hemos titulado “Libreros SALALM” donde podemos compartir ideas e intercambiar información todo el año. Anticipo que esta será una herramienta muy útil para mantenerse en contacto ya que sólo nos podemos reunir en persona una vez al año. En esta página estamos reuniendo información sobre los cambios en los servicios técnicos de la biblioteca, cambios en el mundo la catalogación con respecto al MARC 21, RDA y otros temas similares, y anuncios relacionados con las bibliotecas mas grandes, como lo es la Biblioteca del Congreso (EE.UU).

I suspect that the challenges Latin American Libreros are facing with all the changes in technical services are probably the same ones vendors in other parts of the world are also facing. Hopefully this project, and similar ones will help ensure that our Libreros continue prospering which will in turn continue to enrich our library collections. It’s a win-win situation.

Sospecho que los desafíos que enfrentan nuestros libreros Latinoamericanos son los mismos que deben enfrentar los vendedores del resto del mundo. Esperemos que este proyecto y otros similares ayuden a garantizar que nuestros Libreros sigan prosperando, ya que a su vez continuarán enriqueciendo nuestras colecciones bibliotecarias. Es una situación donde ganamos todos.

Last week I was back home for the 24a Feria Internacional del Libro de Bogotá! I’ve attended this fair before as a kid, but this was my first attendance in a professional capacity. As a “Visitante Professional” I was invited to purchase material for my library, meet new vendors, and network with other information professionals working with Latin American material.

¡La semana pasada estuve de regreso en Colombia para la 24a Feria Internacional del Libro de Bogotá! Ya había asistido a esta feria de niña, pero esta fue mi primera visita en capacidad profesional. Como “Visitante Profesional” fui invitada a comprar material para mi biblioteca, conocer nuevos proveedore y establecer contractos profesionales de la información que trabajan con material de Américan Latina.

The book fair in Bogotá is the third largest in Latin America (after Guadalajara and Buenos Aires), and this year’s guest of honor was Ecuador. I got a chance to attend the official opening of the fair, who’s special guest included Colombia’s president Juan Manuel Santos, Ecuador’s president Rafael Correa, Colombia’s former president Belizario Betancur, and Colombia’s minister of education/acting mayor of Bogotá Maria Fernanda Campo.

La feria del libro en Bogotá es la tercera más grande en América Latina (después de Guadalajara y Buenos Aires), y el invitado de honor este año fue Ecuador. Tuve la oportunidad de asistir a la inauguración oficial de la feria, cuyos invitados especiales incluyeron el presidente de Colombia Juan Manuel Santos, el presidente Ecuatoriano Rafael Correa, el ex-presidente de Colombia Belisario Betancur, y la ministra de Educación de Colombiana y alcaldesa encargada de Bogotá, María Fernanda Campo.

The inauguration was a bit long with every panelist spending about 10 minutes personally thanking about 10 other people for the opportunity to speak at this event, but very interesting otherwise since it signals the warming of relations between Colombia and Ecuador. The two countries had gone through a scuffle three years ago when Colombia crossed into Ecuadorian territory chasing after a leader of the FARC. But things seems much improved now, and both presidents repeatedly expressed their desire to strengthen this friendship and help each other out.

La inauguración estuvo un poco larga ya que cada panelista se tomo unos 10 minutos personalmente agradeciendo como10 personas más por la oportunidad de hablar en este evento. De cualquier manera el evento estuvo muy interesante ya que señala el acercamiento entre Colombia y Ecuador. Hace tres anos los dos países habían pasado por un disgusto cuando tropas Colombianas cruzaron a territorio ecuatoriano persiguiendo a un líder de las FARC. Pero las cosas parecen estar mejorando y los dos presidentes expresaron repetidamente su deseo de fortalecer esta amistad y ayudarse mutuamente.

President Correa was at the fair as president, but also as author, and this was the launching pad for his new book “Ecuador: de Banana Republic a la no república.” And although these two presidents embrace different political agendas, both seemed open minded enough to listen to the political views of the other. Unfortunately just as I was leaving this event I overheard some women at the fair saying they wouldn’t read or accept Correa’s book even if it was given to them for free.

Presidente Correa no solo fue en la feria como presidente, sino también como autor. La feria fue la plataforma de lanzamiento para su nuevo libro ”Ecuador: de Banana Republic a la no república.” Y aunque estos dos presidentes abarcan  diferentes agendas políticas, los dos  estuvieron dispuestos a escuchar la ideología política de el otro. Lamentablemente justo cuando estaba saliendo de este evento escuché algunas mujeres en la feria diciendo que no leerían o aceptarían el libro de Correa, incluso si fuese regalado.

My trip was short, but I accomplished everything I had set out to do. The first thing on my list was getting a subscription to a database that would offer me access to Colombia’s legislation. Once that was done I visited a number of the university press’ stands where I found some very interesting books about Colombia in the international realm and about the country’s business relationships. I also found the latest issue of the “Revista Interamericana de Bibliotecología” which includes a photograph I took in Medellín last year.

Mi viaje fue corto pero logre todo lo que me había propuesto hacer. Lo primero en mi lista era conseguir una suscripción a una base de datos que me ofreciera el acceso a la legislación Colombiana. Una vez hecho esto visité varios de los stands de las editoriales universitarias donde he encontrado algunos libros muy interesantes sobre Colombia en el ámbito internacional y sobre las relaciones comerciales del país. También encontré el último número de la “Revista Interamericana de Bibliotecología“, que incluye una fotografía que tomé en Medellín el año pasado.

Hoy he pasado la mañana en la Biblioteca Legal del Congreso participando en su orientación a la investigación jurídica y el uso de la colección de la biblioteca legal. Me enteré de este evento a través de su blog “En Custodia Legis” y quede encantada de poder participar.

The session lasted 2.5 hours and we covered a lot of material. The session focused on federal legal research, and we worked with examples on the subject of home health care. The librarian offering the session did a great job by starting off with some background information about types of laws, and the difference between the types of resources, then showed us where to look for relevant information within their print and online collections.

La sesión duró 2,5 horas y cubrió una gran cantidad de material. La sesión se centró en la investigación judicial federal, y se trabajó con ejemplos sobre el tema de la atención de salud en el hogar. La bibliotecaria que ofreció la sesión hizo una labor magnifica. Empezó con información general acerca de los diferentes tipos de leyes, y la diferencia entre los tipos de recursos, luego nos mostró dónde buscar información pertinente dentro de sus colecciones impresas y en línea.

For the legislative branch the online resources we covered were Thomas.gov which offers legislative information, FDsys which is the government’s printing office, and USCODE whose name is self explanatory.

Acerca del Poder Legislativo de los recursos en línea que miramos fueron Thomas.gov que ofrece información legislativa, FDsys que es la oficina de impresión del gobierno, y USCODE que ofrece todo el código del país.

For the judicial branch we talked about the differences in courts, and how much of their decisions get published and become public. For district courts this number is only 5-10%. The courts of appeals publish between 45-55% through the Federal Reporter, and everything the Supreme Court decides becomes public. Curiously, Cornell University’s law school started publishing these Supreme Court decisions long before the government got around to it, so their online collection – LII - is more complete and goes back further than the resources on the Supreme Court’s website. We also looked at USCOURTS for all sorts of information on courts. This site also includes a biographical directory of all the federal judges.

Para el Poder Judicial hablamos acerca de las diferencias en los tribunales, y cómo parte de sus decisiones se publican y se hacen públicos. Para los tribunales de distrito este número es sólo el 5-10%. Los tribunales de apelaciones publicar entre 45-55% a través del reportero Federal, y todo lo que el Tribunal Supremo decide se hace público. Curiosamente escuela de derecho de la Universidad de Cornell comenzó a publicar estas decisiones de la Corte Suprema mucho antes de que el gobierno llegó a hacerlo, así que su colección en línea – LII – es mucho más completo y regresa más atrás que los recursos en el sitio web de la Corte Suprema. También nos miramos USCOURTS para todo tipo de información sobre los tribunales. Este sitio también incluye una guía biográfica de todos los jueces federales.

At the end of the session we looked at a couple of resources outside the government. One of these was LLRX.com which offers a wide range of resources for legal professionals; best of all are their research guides, resources for librarians, and legal technology. The other site we looked at was the Law Librarians Society of Washington DC (LLSDC) which can help make local connections.

Al final de la sesión vimos un par de los recursos fuera del gobierno. Uno de ellos fue LLRX.com que ofrece una amplia gama de recursos para profesionales del derecho, lo mejor de todo son sus guías de investigación, recursos para bibliotecarios, y tecnología jurídica. El otro sitio que vimos fue la Ley de Sociedad de Bibliotecarios de Washington DC (LLSDC) que puede ayudar a hacer conexiones locales.

If all of these resources look a bit advance, and you need to start at the beginning take a look at Kids in the House which will give you some of the basic terminology, and will explain how bills are passed. The site offers resources divided by school level.

Si todos estos recursos le parecen un poco adelantado y necesita empezar por el principio mire este sitio creado para niños y que ofrece terminología básica y explicará cómo se pasan la leyes. El sitio ofrece recursos divididos por nivel escolar.

Below I’m sharing part of an email I received about this year’s AALL conference, and a scholarship they are offering.

The Foreign, Comparative and International Law Special Interest Section (FCIL-SIS) of the American Association of Law Libraries is now accepting applications for the 2011 FCIL Schaffer Grant for Foreign Law Librarians.

The FCIL Schaffer Grant for the AALL Annual Meeting in Philadelphia, Pennsylvania (July 23-26, 2011), provides a waiver of the AALL Annual Meeting full registration fee and a grant of a minimum $2,000 to assist with accommodations and travel costs.

Applicants must be law librarians or other professionals working in the legal information field, currently employed in countries other than the United States, and with significant responsibility for the organization, preservation, or provision of legal information.  The application deadline is March 1, 2011.  The Grant Committee will not consider late or incomplete applications.

El SALALM es el Seminario de Adquisiciones de Materiales Latinoamericanos para Bibliotecas y cada año nos reunimos para una conferencia increíble tratando todo lo relacionado con bibliotecas y América Latina. En conferencias anteriores he aprendido acerca de colecciones digitales que tratan con el fenómeno de los balseros cubanos y murales de protesta en Chile, y acerca del trabajo para cambiar la Clasificación de la Biblioteca del Congreso en cuanto al trato de planta de coca para usos tradicionales. También he conocido bibliotecarios y vendedores de libros increíble de todo el mundo.

Every year SALALM offers assistance for a few librarians in Latin American to assist the conference through a scholarship known as ENLACE. This years conference will be held in Philadelphia, May 28 – June 1, 2011.
