Last week I had a great visit at the Law Library of Congress. My visit began with an introduction by David Mao, Deputy Law Librarians of Congress, who gave share some historical background about the library, the scope of the collection, and the type of services they provide.

La semana pasada tuve una visita excelente en la Biblioteca de Leyes del Congreso. Mi visita comenzó con una introducción de David Mao, Bibliotecarios Adjunto de Derecho del Congreso, quién dio a compartir algunos antecedentes históricos sobre la biblioteca, el alcance de la colección, y el tipo de servicios que prestan.

The LOC was established in 1800 as the government moved from Philadelphia to DC. In 1814 the library was destroyed with the British burned the Capitol Buildings, and in 1815 the library began anew with the purchase of Thomas Jefferson’s personal library. As the country grew and acquired the Louisiana Territory, Florida, and a portion of Mexico, the Law LOC strengthen their effort to collect foreign law.

La LOC se estableció en 1800 cuando el gobierno se traslado de Filadelfia a Washington DC. En 1814 la biblioteca fue destruida por los británicos quienes quemaron los edificios del Capitolio. En 1815 la biblioteca comenzó de nuevo con la compra de la biblioteca personal del ex-presidente Thomas Jefferson. A medida que el país creció y adquirió el territorio de Louisiana, Florida, y una parte de México, la LOC jurídica fortaleció sus esfuerzos para coleccionar ley extranjera.

Afterwards I met Janice Hyde, director of GLIN Central. Janice share all her tricks about this great database. And in case you don’t know about GLIN, it stands for Global Legal Information Network and it’s a great tool to find official texts of laws, regulations, judicial decisions, and other complementary legal sources contributed by governmental agencies and international organizations. The initial search screen is a Google style search box, but you can also select “More search options” and limit your search by country, date, and subject terms - do notice that you can download this entire index and use it for your own work if needed. And here is the search guide Janice shared with me, it’s everything you ever wanted to know about GLIN.

Después conocí a Janice Hyde, directora de GLIN Central. Janice compartir todos sus trucos acerca de esta gran base de datos. Y en caso de que no sepan de esta base de datos,  GLIN es la Red Global de Información Legal y es una gran herramienta para encontrar los textos oficiales de leyes, reglamentos, decisiones judiciales y otras fuentes complementarias, todas aportados por la varias agencias gubernamentales y organizaciones internacionales. La pagina inicial de búsqueda es un cuadro de búsqueda estilo Google, pero también puede seleccionar ”Más opciones de búsqueda” y limitar la búsqueda por país, fecha y términos - dese cuenta de si desea puede descargar este índice completo y utilizarlo para su propio trabajo. Y aquí está la guía de búsqueda que Janice compartido conmigo, es todo lo que siempre quiso saber sobre GLIN.

Next came Eduardo Soares, Senior Foreign Law Specialist. Eduardo and the other foreign law specialist tend to have been raised and received their legal training abroad. Such a background allows them to be experts in other legal systems so they may correctly explain these jurisdictions to Congress members and other patrons. Their expertise also allows them to do comparative research and help local patrons research legislation from around the world. The foreign law specialist also produce reports that will inform congress members about a variety of topics. Many of these report are initially available only to Congress, but some of the information is shared with the public later on through a variety of means.

Después vino Eduardo Soares, Especialista Principal del Derecho Extranjero. Eduardo y los otro especialista en derecho extranjero tienden a se extranjeros y a haber recibido su capacitación profesional en su país de origen. Su currículo les permite ser expertos en otros sistemas jurídicos, lo cual les permite poder explicar estas jurisdicciones a los miembros del Congreso y otros usuarios de la biblioteca. Su experiencia también les permite hacer estudios comparativos, y ayudar a sus usuarios a hacer investigación sobre la legislación del mundo. One of the places where to access information gathered by the foreign law specialist if the Global Legal Monitor. Here are all their RSS options. I’m subscribed to a few of these, and love receiving their notices directly in my reader. Another place to check is the Current Legal topics which provide commentary and recommended resources about events with legal significance. A third place to look are their Guides to the law Online. Here you will find tons of great resources on USA law, many countries around the world, as well as international and multinational law.

Uno de los lugares donde se comparte la información recopilada por el especialista en derecho extranjero es el Global Legal Monitor. Aquí están todas las opciones de RSS. Estoy suscrito a algunos de estos, y me encanta recibir sus anuncios directamente en mi lector. Otro lugar para ver es Temas Jurídicos Actuales que ofrecen comentarios y recursos recomendados sobre los acontecimientos con relevancia jurídica. Un tercer lugar para buscar son sus guías de la ley en línea. Aquí usted encontrará toneladas de excelentes recursos sobre legislación de EE.UU., la ley de muchos países del mundo, así como el derecho internacional y supranacional.

Then I met Matthew Braun, who works reference at the Law Loc. He shared a lot of general information about their services and how to find legal resources for the USA. One of the best destinations is THOMAS, which offers you USA legislation. Two other interesting online collection are the Supreme Court Nominations, and A Century of Lawmaking . He also answered questions about how to use the Law LOC (you just show up, and register for an ID), and their ILL services to other libraries. The Law LOC reference department is around to help everyone with their legal research. Here are the many topics they cover and their contact information.

Last, but certainly, not least, Clifton Brown, Program Specialist for outreach and services allowed me to see their stacks! The onsite collection covers a football field and it’s a sight to see. Rows upon rows of books from all around the world, and any language you can image.

As the de facto National Library, the LOC works to serve Congress, the Supreme Court, and all the rest of us! Today anyone from the USA or abroad can call, email, or show up at the Law LOC and get help with their research. If you are in DC, do go visit them, they are doing wonders with our tax dollars!

The New York Public Library is releasing a number of new apps to give you better access to their collection. The apps are designed to do a number of things;

La Biblioteca Pública de Nueva York está lanzando una serie de nuevas aplicaciones para darle mejor acceso a su colección. Las aplicaciones están diseñadas para hacer una serie de cosas;

• NYPL Mobile connects you to the online public catalog allowing you to request material and give you directions to the branch library that has the item you are looking for. / NYPL Móvil que se conecta con el catálogo público en línea y le permite solicitar material y le dará direcciones a la sucursal de la biblioteca que tiene el artículo que está buscando.
• Biblion is an online publication for the iPad which offers stories about the libraries collections and commentary about their significance. / Biblion es una publicación en línea para el iPad que ofrece historias sobre las colecciones de las bibliotecas y comentarios sobre su significado.
• Find the Future is another game app connected to an exhibit at the main research library at Fifth Ave. The game asks users to find various objects and books within the collection and awards points for photographing them. / Encuentre el Futuro es otra aplicación de un juego conectado a una exposición en la biblioteca de investigación principal sobre Fifth Ave. El juego pide a los usuarios encontrar varios objetos y libros de la colección y le da puntos  por fotografiarlos.

Currently these apps are only available for Apple devices, but the Droid version should be arriving in the fall. All apps are free.

Actualmente estas aplicaciones sólo están disponibles para los dispositivos de Apple, pero la versión Droid debe llegar en el otoño. Todas las aplicaciones son gratuitas.

Hoy he pasado la mañana en la Biblioteca Legal del Congreso participando en su orientación a la investigación jurídica y el uso de la colección de la biblioteca legal. Me enteré de este evento a través de su blog “En Custodia Legis” y quede encantada de poder participar.

The session lasted 2.5 hours and we covered a lot of material. The session focused on federal legal research, and we worked with examples on the subject of home health care. The librarian offering the session did a great job by starting off with some background information about types of laws, and the difference between the types of resources, then showed us where to look for relevant information within their print and online collections.

La sesión duró 2,5 horas y cubrió una gran cantidad de material. La sesión se centró en la investigación judicial federal, y se trabajó con ejemplos sobre el tema de la atención de salud en el hogar. La bibliotecaria que ofreció la sesión hizo una labor magnifica. Empezó con información general acerca de los diferentes tipos de leyes, y la diferencia entre los tipos de recursos, luego nos mostró dónde buscar información pertinente dentro de sus colecciones impresas y en línea.

For the legislative branch the online resources we covered were Thomas.gov which offers legislative information, FDsys which is the government’s printing office, and USCODE whose name is self explanatory.

Acerca del Poder Legislativo de los recursos en línea que miramos fueron Thomas.gov que ofrece información legislativa, FDsys que es la oficina de impresión del gobierno, y USCODE que ofrece todo el código del país.

For the judicial branch we talked about the differences in courts, and how much of their decisions get published and become public. For district courts this number is only 5-10%. The courts of appeals publish between 45-55% through the Federal Reporter, and everything the Supreme Court decides becomes public. Curiously, Cornell University’s law school started publishing these Supreme Court decisions long before the government got around to it, so their online collection – LII - is more complete and goes back further than the resources on the Supreme Court’s website. We also looked at USCOURTS for all sorts of information on courts. This site also includes a biographical directory of all the federal judges.

Para el Poder Judicial hablamos acerca de las diferencias en los tribunales, y cómo parte de sus decisiones se publican y se hacen públicos. Para los tribunales de distrito este número es sólo el 5-10%. Los tribunales de apelaciones publicar entre 45-55% a través del reportero Federal, y todo lo que el Tribunal Supremo decide se hace público. Curiosamente escuela de derecho de la Universidad de Cornell comenzó a publicar estas decisiones de la Corte Suprema mucho antes de que el gobierno llegó a hacerlo, así que su colección en línea – LII – es mucho más completo y regresa más atrás que los recursos en el sitio web de la Corte Suprema. At the end of the session we looked at a couple of resources outside the government. One of these was LLRX.com which offers a wide range of resources for legal professionals; best of all are their research guides, resources for librarians, and legal technology. The other site we looked at was the Law Librarians Society of Washington DC (LLSDC) which can help make local connections.

Al final de la sesión vimos un par de los recursos fuera del gobierno. Uno de ellos fue LLRX.com que ofrece una amplia gama de recursos para profesionales del derecho, lo mejor de todo son sus guías de investigación, recursos para bibliotecarios, y tecnología jurídica. El otro sitio que vimos fue la Ley de Sociedad de Bibliotecarios de Washington DC (LLSDC) que puede ayudar a hacer conexiones locales.

If all of these resources look a bit advance, and you need to start at the beginning take a look at Kids in the House which will give you some of the basic terminology, and will explain how bills are passed. The site offers resources divided by school level.

Si todos estos recursos le parecen un poco adelantado y necesita empezar por el principio mire este sitio creado para niños y que ofrece terminología básica y explicará cómo se pasan la leyes. El sitio ofrece recursos divididos por nivel escolar.

I just received an email from Thabo Jakavula who shared this great site called RueFind. The site is a Google map that gathers images and information about interesting sites around the world. The map is covered in small images which you can click on to see a little more information about the site.

Acabo de recibir un correo electrónico de Thabo Jakavula quien me compartió este gran sitio web llamado RueFind. El sitio es un mapa de Google que recoge imágenes e información sobre sitios de interés en todo el mundo. El mapa está cubierto de pequeñas imágenes sobre las que puedes hacer clic para ver un poco más de información sobre el sitio.

Starting from the homepage you can also browse through the more popular cities, and see what attractions each one offers. On the right hand side you will also find other categories to browse through such as museums, lighthouses, castles, etc. A search for libraries only yielded one result.

A partir de la página principal también se puede navegar a través de las ciudades más populares y ver lo que cada una ofrece en atracciones. Al lado derecho también encontrará otras categorías tales como museos, faros, castillos, etc. Una búsqueda de bibliotecas sólo se dio un resultado.

I really like how visual this site is and the photographs are beautiful, although I do think the descriptions of the places are a bit short. Maybe a link out to the wikipedia entry for each site would help. The coverage also heavily focuses on North American and Western Europe, with little information for the rest of the world. Still, it’s a great site, and worth visiting.

A mi me gusta que este sitio es tan visual y las fotos son hermosas, aunque yo creo que las descripciones de los lugares son un poco cortas. Tal vez un enlace a la entrada de Wikipedia para cada sitio ayudaría. La cobertura se enfoca en gran medida en América del Norte y Europa Occidental, con poca información sobre el resto del mundo. Aún así es un gran sitio y vale la pena visitarlo.

This is a participatory site and everyone can join in to help contribute images, and information.

I just discovered this cool site that help you find newspapers across the globe! Newspaper Map is very easy to use, and color coordinated to make things easy to find. The different colors of the pins represent the language of the original newspaper, and the site allows you to navigate in English, German, or Japanese.

Acabo de descubrir este excelente sitio que le ayudará a encontrar periódicos de todo el mundo! Newspaper Map es muy fácil de usar y esta coordinado por para facilitar la búsqueda. Los diferentes colores de los alfileres representan el idioma original del diario y el sitio le permite navegar en Inglés, alemán o japonés.

You can begin looking for newspapers by clicking on the pins across the map. Each pin will give you the name of the newspaper, and will offer you the option of reading the site in multiple languages. And in order to get a closer look at the pins, you can zoom in on a specific region. You can also use the search box to look for specific titles, or search by address.

Puede comenzar a ojear los periódicos haciendo clic en los alfileres a través del mapa. Cada alfiler le dará el nombre del periódico y le ofrecerá la opción de leer el sitio en varios idiomas. Y con el fin de conseguir una mirada más de cerca a los alfileres, puede ampliar cada región. También puede utilizar el cuadro de búsqueda para buscar títulos específicos, o buscar por dirección.

As I browse the site I’m finding newspapers I’ve never heard of, but I also don’t see other newspapers I do know of. The site is still in beta, so hopefully more and more newspapers will be added over time.

Mientras navego el sitio estoy encontrando periódicos que nunca he oído nombrar, pero también me doy cuenta que faltan otros que si sé existen. El sitio está todavía en fase beta así es que espero que con el tiempo agreguen más y más periódicos.

03/17/2011 – I’ve just been informed that there is now a version of Newspaper Map in Spanish! Access it here. And they have mobile versions in many more languages.

Esta tarde asistí a un seminario web de ALA sobre E-Gobierno. La sesión ofreció información sobre algunos sitios buenos donde podemos encontrar información gubernamental (a nivel local, estatal y federal), algo de información sobre los usuarios de estos recursos, y algunas estadísticas sobre el tema.

The first panelist was Nancy Fedrericks, e-government librarian, Pasco County Public Library (Florida). Fedrericks shared some resources found at her local library, including a section on their website, a blog, and some online tools to help patrons use these resources. She talked about the use these resources get at her library, and mentioned that it is best to be very careful about privacy issues when helping patrons with these resources, and when at all possible ask them to get help from a friend or family member, instead of the librarian.

El primera presentadora fue Nancy Fedrericks, bibliotecaria de e-gobierno en la Biblioteca Pública del Condado de Pasco (Florida). Fedrericks compartio algunos recursos que se encuentran en su biblioteca local, incluyendo una sección en su página web, un blog, y algunas herramientas en línea para ayudar a los usuarios a utilizar estos recursos. También habló sobre el uso que estos recursos recibe en su biblioteca y mencionó que lo mejor es tener mucho cuidado en cuando a asuntos de privacidad al ayudar a los usuarios con estos recursos, y en cuanto sea posible pedirles que busquen ayuda de un amigo o familiar, en lugar del bibliotecario.

She also shared the website LawHelp.org which offers help finding local legal help and information. The site offers resources for every state. Fredericks also has older presentations on this topic on Webjunction. Here are a few of her presentations; E-Government: Tips, Tools, and Best Practices, Re-tooling Frontline Staff with E-government Resources, and Community Accessed E-Government Websites.

También compartió en enlace LawHelp.org sitio web que ofrece ayuda para encontrar assistencia legal e información jurídica. El sitio ofrece recursos para cada estado de EE.UU. Fredericks también tiene otras presentaciones sobre este tema en Webjunction. The next presenter was Bill Sudduth, Head, Government Information and Microforms, Newspapers and Maps, University of South Carolina. Sudduth shared a number of website that are great examples of how to best offer e-gov resources. His collection of site included e-gov at every level. At the federal level there is USA.gov, and GPO Access, which offered free electronic access to documents produced by the Federal Government. Virginia.gov was a good example of a state site, and on the local level, Boston’s website took the top prize!

El siguiente ponente fue Bill Sudduth, Jefe de Información Gubernamental, Microformas, Prensa y Mapas de la Universidad de Carolina del Sur. Sudduth compartió una serie de sitio web que son excelentes ejemplos de la mejor manera de ofrecer recursos de e-gov. Su colección de sitio incluye e-gobierno a todos los niveles. A nivel federal esta USA.gov, y GPO Access, que ofrece acceso electrónico gratuito a los documentos Gobierno Federal (EE.UU). Virginia.gov es un buen ejemplo de un sitio del estado, ¡y a nivel local el sitio web de Boston se gano el primer premio!

The third and last presenter was John Bertot, Director, Center for Library & Information Innovation, University of Maryland. Bertot talked about the intersection of public libraries and E-government. He began by sharing a map of all the public libraries in the USA commenting that they really cover the entire nation, and that now that governments at every level are cutting resources, the public library has often had to fill this gap.

El tercer y último presentador fue John Bertot, Director del Centro de Innovación de Bibliotecas e Información de la Universidad de Maryland. Bertot habló sobre la intersección de las bibliotecas públicas y el gobierno electrónico. Empezó por compartir un mapa de todas las bibliotecas públicas en los EE.UU. comentando que realmente cubren toda la nación, y que ahora que los gobiernos a todos los niveles están reduciendo servicios y recursos, la biblioteca pública a menudo ha tenido que llenar este vacío.

Bertot share some information from the Center for Library & Information Innovation (CLII) in the College of Information Studies at the University of Maryland illustrating this relationship between libraries and e-gov. This site includes a lot of statistical information on the subject, and these handy fliers (this is the e-gov one), that will give you a great starting point if you need to advocate for these services at your library.

Bertot compartió información del Centro de Innovación de Bibliotecas e Información (CLII) en el Colegio de Estudios de la Información en la Universidad de Maryland que ilustra esta relación entre las bibliotecas y el e-gov. Este sitio incluye una gran cantidad de información estadística sobre el tema y estos útiles folletos (este es el de e-gov) que le dará un gran punto de partida si necesita abogar por estos servicios en su biblioteca.

At the end Bertot talked a little about the increasing need for librarians to be able to fully understand how to work with e-gov material. Because of this need the University of Maryland has established a program for E-Government Librarianship!

Al final Bertot habló un poco acerca de que cada vez es mayor la necesidad de que como bibliotecarios podamos trabajar de manera competente con este material. Debido a esta necesidad la Universidad de Maryland ha establecido un programa de Bibliotecologia para E-Gobierno!

The whole program was good, and best of all it was free! I’m already looking forward to more interesting webinars!

Mexico has recently release the Biblioteca Digital Mexicana, a great digital collection giving us access to documents dating back to Mexico’s precolonial history, independence and revolutionary period. The site offers excellent digital scans of codices, including some information on the physical item, and some historical context.

México acaba de anunciar la Biblioteca Digital Mexicana, una gran colección digital que nos da acceso a documentos que datan de la historia pre-colonial de México, su independencia y el período revolucionario. El sitio ofrece un excelente imágenes digital de los códices incluyendo información sobre el articulo físico y un poco de contexto histórico.

This project was created through the work of four Mexican cultural institutions; Archivo General de la Nación, La Biblioteca Nacional de Antropología e Historia (INAH),  el Centro de Estudios de Historia de México CEHM- Carso, y el Consejo Nacional para la Cultura y las Artes. These institutions have previously shared some of their holdings through the World Digital Library.

Este proyecto fue creado a través del trabajo de cuatro instituciones culturales de México; Archivo General de la Nación, la Biblioteca Nacional de Antropología e Historia (INAH), El Centro de Estudios de Historia de México CEHM-Carso, y El Consejo Nacional para la Cultura y las Artes. Estas instituciones han compartido previamente algunos de sus documentos a través de la Biblioteca Digital Mundial.

This project takes off with a handful of items, but I assume more will be added over time.

La Biblioteca Jurídica Virtual es un proyecto creado por la UNAM que tiene como objetivo poner al alcance de todos una cantidad de material legal. Esta biblioteca virtual se inició al empezar a subir archivos digitales de la colección de la biblioteca de la UNAM, y a través de los años ha crecido para incluir la participación de muchas otras colecciones legales, tanto en México como en el extranjero. A largo plazo este proyecto pretende ofrecer muchos de los servicios que usted podría encontrar en una biblioteca regular, incluyendo asistencia de referencia de un bibliotecario, y el préstamo interbibliotecario. Cada cuatrimestre la Escuela Interamericana de Bibliotecología de la Universidad de Antioquia publica la Revista Interamericana de Bibliotecología, dedicada a la bibliotecologia y la ciencia de la información con énfasis en Latinoamérica. La revista incluye trabajos de investigación, ensayos de reflexión, y estudios teóricos.

Each semester the School of Library Science at the University of Antioquia publishes the Revista Interamericana de Bibliotecología (Interamerican Journal of Library Sciences) dedicated to librarianship and information science with an emphasis on Latin America. The journal includes research papers, reflective essays, and theoretical studies.

The idea behind the site is simple, to help one another. The site basically offers subscribers the ability to post questions and receive help from librarians across the world. Before you sign up, you can begin to see the type of questions that are being posted on the site, and the type of answers coming back. And from what I can see, the discussions always happen in English.

This project is very similar to Project Wombat. As far as I can tell the only difference is that Help A Librarian handles only questions directly related to libraries, while Project Wombat will try and resolve questions of any kind.

Hoy recibí una solicitud de amistad en Facebook de Heather Durkin Negley y descubri un projecto muy interesante que ella creó. Ayuda Un Bibliotecario (Help A Librarian) es una herramienta en línea que ayuda a compartir información entre bibliotecarios y ayudarse mutuamente. El proyecto, que fue fundado a principios de este año, que comenzó como un grupo en Facebook, y eventualmente se trasladó a un sitio separado en la web.

La idea detrás del sitio es simple, ayudarnos los unos a los otros. El sitio básicamente ofrece a los suscriptores la capacidad de plantear preguntas y recibir ayuda de otros bibliotecarios alrededor del mundo. Antes de inscribirse puede ver el tipo de preguntas que se están publicando en el sitio y el tipo de preguntas recibidas. Y hasta donde alcanzo a ver los intercambios siempre sucede en inglés.

Este proyecto es muy similar al Proyecto Wombat. Parece que la única diferencia es que Ayuda Un Bibliotecario sólo se ocupa de cuestiones directamente relacionadas con bibliotecas, mientras que el Proyecto Wombat a tratar de resolver preguntas de cualquier tipo.
