I was there last weekend and loved it. In addition to seeing the gorgeous room, there were also plenty of librarians at hand answering questions about the building and the many extraordinary services they offer.</span></p>
<p><span style="color: #888888;">Dos veces al año la <a href="http://www.loc.gov/index.html">Biblioteca del Congreso</a> abre las puertas de su  <a href="http://www.loc.gov/rr/main/">principal sala de lectura</a> al público. Estuve allí la semana pasada y me encantó. Además de ver el salón que es precioso, también habían un montón de bibliotecarios presentas, todos atendiendo preguntas sobre el edificio y los muchos servicios extraordinarios que ofrecen.</span></p>

Twice a year the Library of Congress open the doors of the Main Reading Room to the public. I was there last weekend and loved it. My visit began with an introduction by <a href="http://blogs.loc.gov/law/2011/01/an-interview-with-david-mao/"><span style="color: #000000;">David Mao</span></a>, Deputy Law Librarians of Congress, who gave share some historical background about the library, the scope of the collection, and the type of services they provide.</span></p>
<p><span style="color: #808080;">La semana pasada tuve una visita excelente en la Biblioteca de Leyes del Congreso. Mi visita comenzó con una introducción de <a href="http://blogs.loc.gov/law/2011/01/an-interview-with-david-mao/">David Mao</a>, Bibliotecarios Adjunto de Derecho del Congreso, quién dio a compartir algunos antecedentes históricos sobre la biblioteca, el alcance de la colección, y el tipo de servicios que prestan.</span></p>
<p><span style="color: #000000;">The LOC was established in 1800 as the government moved from Philadelphia to DC. In 1814 the library was destroyed with the British burned the Capitol Buildings, and in 1815 the library began anew with the purchase of Thomas Jefferson&#8217;s personal library. As the country grew and acquired the Louisiana Territory, Florida, and a portion of Mexico, the Law LOC strengthen their effort to collect foreign law.</span></p>
<p><span style="color: #808080;">La LOC se estableció en 1800 cuando el gobierno se traslado de Filadelfia a Washington DC. En 1814 la biblioteca fue destruida por los británicos quienes quemaron los edificios del Capitolio. En 1815 la biblioteca comenzó de nuevo con la compra de la biblioteca personal del ex-presidente Thomas Jefferson. A medida que el país creció y adquirió el territorio de Louisiana, Florida, y una parte de México, la LOC jurídica fortaleció sus esfuerzos para coleccionar ley extranjera.</span></p>
<p><span style="color: #000000;">Afterwards I met Janice Hyde, director of GLIN Central. Janice share all her tricks about this great database. And in case you don&#8217;t know about GLIN, it stands for <a href="http://www.glin.gov/search.action"><span style="color: #000000;">Global Legal Information Network</span></a> and it&#8217;s a great tool to find official texts of laws, regulations, judicial decisions, and other complementary legal sources contributed by governmental agencies and international organizations. The initial search screen is a Google style search box, but you can also select &#8220;More search options&#8221; and limit your search by country, date, and <a href="http://www.glin.gov/subjectTermIndex.action"><span style="color: #000000;">subject terms</span></a> - do notice that you can download this entire index and use it for your own work if needed. And here is the <a href="https://docs.google.com/open?id=13_PV4Qi5V7JD9fVbzZJyknwvAWkJ0tjLTjX-QpH2kpEyvEuwZiPJdfrEzyUf">search guide</a> Janice shared with me, it&#8217;s everything you ever wanted to know about GLIN.</span></p>

<p><span style="color: #000000;">Next came Eduardo Soares, Senior Foreign Law Specialist. Eduardo and the other foreign law specialist tend to have been raised and received their legal training abroad. Such a background allows them to be experts in other legal systems so they may correctly explain these jurisdictions to Congress members and other patrons. Their expertise also allows them to do comparative research and help local patrons research legislation from around the world. The foreign law specialist also produce reports that will inform congress members about a variety of topics. Many of these report are initially available only to Congress, but some of the information is shared with the public later on through a variety of means.</span></p>
<p><span style="color: #808080;">Después vino Eduardo Soares, Especialista Principal del Derecho Extranjero. Eduardo y los otro especialista en derecho extranjero tienden a se extranjeros y a haber recibido su capacitación profesional en su país de origen. I&#8217;m subscribed to a few of these, and love receiving their notices directly in my reader. Another place to check is the <a href="http://www.loc.gov/law/help/current-topics.php"><span style="color: #000000;">Current Legal topics</span></a> which provide commentary and recommended resources about events with legal significance. A third place to look are their <a href="http://www.loc.gov/law/help/guide.php"><span style="color: #000000;">Guides to the law Online</span></a>. Here you will find tons of great resources on USA law, <a href="http://www.loc.gov/law/help/guide/nations.php"><span style="color: #000000;">many countries around the world</span></a>, as well as <a href="http://www.loc.gov/law/help/guide/international.php"><span style="color: #000000;">international and multinational law</span></a>.</span></p>

One of the best destinations is <a href="http://thomas.loc.gov/home/thomas.php"><span style="color: #000000;">THOMAS</span></a>, which offers you USA legislation. Two other interesting online collection are the <a href="http://www.loc.gov/law/find/court-nominations.php"><span style="color: #000000;">Supreme Court Nominations</span></a>, and <a href="http://memory.loc.gov/ammem/amlaw/"><span style="color: #000000;">A Century of Lawmaking</span></a> . He also answered questions about how to use the Law LOC (you just show up, and register for an ID), and their ILL services to other libraries. The Law LOC reference department is around to help everyone with their legal research. <a href="http://www.loc.gov/rr/askalib/"><span style="color: #000000;">Here are the many topics they cover and their contact information</span></a>.</span></p>

The onsite collection covers a football field and it&#8217;s a sight to see. Rows upon rows of books from all around the world, and any language you can image.</span></p>

The <a href="http://www.littlefreelibrary.org/index.html"><span style="color: #000000;">Little Free Library</span></a> is a project to promote literacy and love of reading by creating a network of these cute little libraries holding books you can take for free! The folks behind this project have the ambitous aim of setting up more Little Free Libraries than carnegy built regular libraries during his time. Currently there are a number of these libraries around the USA with plans for global expansion. I hope they surpass their goal.</span></p>
<p><span style="color: #888888;">¡Esta es una de las cosas más lindas  que haya visto y una genial! La <a href="http://www.littlefreelibrary.org/index.html">Pequeña Biblioteca Gratuita</a> es un proyecto que promueve la alfabetización y el amor por la lectura a través de la creación de una red de estas adorables bibliotecas que contiene libros que puede tomar de forma gratuita! La gente detrás de este proyecto tienen como el ambicioso objetivo de crear mas de estas lindas biblioteca de las que construyo Carnegie en su época. En la actualidad hay un número de estas bibliotecas en todo los EE.UU., con planes de expansión global. Espero que superen su objetivo.</span></p>

The documentary is an hour and a half and showcases the marvels of the collection, including many interesting stories about specific items, and the Jefferson building. If you have already visited the LOC this documentary will give you lots of additional information and closeup views of the art in the buildings and the treasures of the collection. If you haven&#8217;t been to the LOC yet, this documentary will certainly whet you appetite.</span></p>

<p><span style="color: #000000;">I just got back from my first <a href="http://www.aallnet.org/"><span style="color: #000000;">AALL</span></a> (American Association of Law Libraries) conference which met in Philly. In comparison to the other two conferences I have been attending regularly, AALL is a little more like ALA than SALALM. AALL is big enough for caucuses, and a whole variety of groups within the larger AALL, but it&#8217;s still small enough to really allow you to meet new colleagues and make some meaningful connections.</span></p>
<p><span style="color: #888888;">Acabo de regresar de mi primera conferencia de <a href="http://www.aallnet.org/">AALL</a> que se reúnen en Filadelfia. En comparación con las otras dos conferencias a las que regularmente asisto, AALL es un poco más como la ALA que como SALALM. AALL es lo suficientemente grande para una gran variedad de grupos dentro de la misma AALL, sin embargo es lo suficientemente pequeña para realmente permitirme conocer nuevos colegas y hacer algunas buenas conexiones.</span></p>
<p><span style="color: #000000;">While at the conference I visited with the <a href="http://www.law.berkeley.edu/library/iflp/"><span style="color: #000000;">IFLP</span></a> (Index to Foreign Legal Periodicals) and learned that the index is moving to a a new platform, HeinOnline. Later I attended the <a href="http://www.aallnet.org/caucus/lllc/index.html"><span style="color: #000000;">Latino Caucus</span></a> Lunch where I ran into some old friends and made a couple new ones. While having lunch we got two speakers, the first being Joyce Manna, outgoing president for AALL. Manna recently returned from Chile where she attended the country&#8217;s first Law Library conference &#8211; <a href="http://www.bibliotecasjuridicas.cl/programa.html"><span style="color: #000000;">1er Seminario de Información y Servicios Jurídicos</span></a>. Apparently the event went very well, and the organized were delighted to see international interest about their event, as see by a couple of foreign speakers, and by the  statistics gathered from the live streaming of the event. The other speaker was Yolanda Vazquez, Clinical Law Professor from the University of Pennsylvania School of Law.  Vazques gave a great talk about immigration law and how it disproportionally affects Latinos in the USA.</span></p>
<p><span style="color: #888888;">Durante la conferencia visité con el grupo del <a href="http://www.law.berkeley.edu/library/iflp/"><span style="color: #888888;">IFLP</span></a> (Index to Foreign Legal Periodicals) y me enteró de que el índice se traslada a una nueva plataforma, HeinOnline. Más tarde asistí a un almuerzo del <a href="http://www.aallnet.org/caucus/lllc/index.html">Latino Caucus</a>, donde me encontré con algunos viejos amigos e hizo un par de amigos nuevos. Durante el almuerzo tuvimos dos presentadores, la primera fue Joyce Manna, presidenta que recién termina su mandato con AALL. Manna acaba de regresar de Chile donde asistió a la primera conferencia nacional Biblioteca de Derecho &#8211; <a href="http://www.bibliotecasjuridicas.cl/programa.html">1er Seminario de Información y Servicios Jurídicos</a>. Al parecer el evento estuvo muy bien organizado y la organización estaba encantada de ver interés internacional hacia su eventos, en la participación de un par de expositores extranjeros y por las estadísticas recogidas a partir de la transmisión en vivo del evento. La otro presentadora fue Yolanda Vázquez, profesora de derecho en la Universidad de Pennsylvania, Escuela de Derecho. Vázquez dio una gran charla sobre la ley de inmigración y cómo esta afecta de manera desproporcionada los latinos en los EE.UU.</span></p>
<p><span style="color: #000000;">I also attended a session by a librarians who&#8217;s name I can&#8217;t recall right now, who showed us a lot of great tips on how to make the most of <a href="http://www.google.com/advanced_search?hl=en"><span style="color: #000000;">Google&#8217;s Advance Search</span></a> feature. He showed things that are just handy, like Google&#8217;s calculator, currency converter, and world clock. But he also showed how to make the most of Google&#8217;s search algorithm, like searching for an exact phrase, excluding terms from a search, making search terms literal, and using Boolean connectors. You can find Google&#8217;s own explanations for how to become an expert searcher <a href="http://www.google.com/advanced_search?hl=en"><span style="color: #000000;">here</span></a>. And please do remember that Google is an excellent place to begin your searching, but it should not be the last one.</span></p>
<p><span style="color: #888888;">También asistí a una sesión por un bibliotecario cuyo nombre ahora no recuerdo que nos enseñó un montón de buenos consejos sobre cómo aprovechar al máximo las características de <a href="http://www.google.com/advanced_search?hl=en">Búsqueda de Avanzada de Google</a>.  Nos mostraron cosas simples pero útiles, como la calculadora de Google, la conversión de moneda, y un reloj mundial. Pero también nos mostró cómo aprovechar al máximo el algoritmo de búsqueda de Google, por ejemplo, como buscar una frase exacta, con excluir algún término de una búsqueda, como hacer una búsqueda de términos literal, y el uso de conectores Boolean. Usted puede encontrar las explicaciones de Google sobre cómo convertirse en un experto <a href="http://www.google.com/advanced_search?hl=en">aquí</a>. Y por favor recuerde que Google es un excelente lugar para comenzar su búsqueda, pero no debe ser el último recurso que consulte.</span></p>
<p><span style="color: #000000;">Another session I attended had a panel debating whether of not law librarians should have JDs. The two presenters against demanding law librarians to have JDs were much more vocal than those in favor. Their criticism explained that a truly passionate and knowledgeable librarians can be an excellent law librarians, and commented that it is a disservice to demand this degree when in our current economic crisis it is resulting in many former attorneys who can no longer litigate to become law librarians when their heart really isn&#8217;t into the work. They also criticized the current costs that most law students incur while attending law school, and how having this additional degree makes a very small impact on law librarian salaries. The folks in favor of requiring law librarians to have JD made one main point to argue, that most job postings for law librarians include working to require, or prefer candidates with a JD, so basically not having one means you are much less likely to be interviewed for the position or hired. Still when we did a show of hands at least 60% of all the librarians here did not have a JD.</span></p>
<p><span style="color: #888888;">Otra de las sesiones que asistí fue un panel de debate sobre si los bibliotecarios jurídicos deberían tener un titulo de abogado o no. Los dos presentadores en contra de la practica de exigirle a los bibliotecarios jurídicos un titulo de abogado argumentaron su punto de manera mucho mas activa que el otro lado del debate. Mientras explicaban su critica explicaron un bibliotecario realmente apasionado y bien entrenado en su labor fácilmente llegara a ser un excelente bibliotecario jurídico, y comentó exigir este titulo puede crear efectos negativos en la profesión. El riesgo es que en esta economía atraigamos abogados que no pueden ejercer su carrera y convertirlos en bibliotecarios que realmente no están interesando en esta labor. También criticaron los costos que incurren la mayoría de estudiantes de derecho al estudiar esta carrera, y la forma en que este grado adicional tiene un impacto muy pequeño sobre los salarios del bibliotecario jurídico. La gente a favor de exigirle a los bibliotecarios jurídicos tener titulo de abogado alego un punto en especial, que la mayoría de ofertas de trabajo para bibliotecarios jurídicos incluyen alguna frase diciendo que se exige, o se prefieren candidatos con un titulo de abogado, por lo cual, básicamente no tener este titulo quiere decir que es mucho menos probable que lo inviten para una entrevista o que lo contraten para el cargo. Sin embargo cuando hicimos una votación, al menos 60% de todos los bibliotecarios en el salón no tenía dicho titulo.</span></p>
<p><span style="color: #000000;">Another great session was the presentation by <a href="http://www.aallnet.org/sis/fcilsis/OrregoHoyos.html"><span style="color: #000000;">Gloria Orrego Hoyos</span></a>, this year&#8217;s FCIL Schaffer Grant for Foreign Law Librarians who talked about the aftermath of Argentina&#8217;s dirty war and how libraries and archives are helping peace together the history of that time period and helping survivors gain justice for past crimes.</span></p>
<p><span style="color: #888888;">Otra gran sesión fue la presentación de <a href="http://www.aallnet.org/sis/fcilsis/OrregoHoyos.html">Gloria Orrego Hoyos</a>,  la recipiente del premio FCIL Schaffer Grant for Foreign Law Librarians. Gloria habló sobre las secuelas de la guerra sucia en Argentina y cómo las bibliotecas y los archivos están ayudando atar cabos sobre la historia de ese período y como están ayudando a darle justicia a los sobrevivientes  de estos crímenes del pasado.</span></p>
<p><span style="color: #000000;">There was another session highlighting websites that can help you keep on the right side of the law when it comes to copyright. Some of the websites we saw included; the <a href="http://www.copyright.gov/"><span style="color: #000000;">U.S. Copyright Office</span></a>, <a href="http://www.copyrightlaws.com/"><span style="color: #000000;">Copyrightlaws.com</span></a>, <a href="http://fairuse.stanford.edu/"><span style="color: #000000;">Copyright and Fair Use</span></a>, <a href="http://creativecommons.org/"><span style="color: #000000;">Creative Commons</span></a>, and many others. (I&#8217;ll try to come back to this very important topic on another blog post.)</span></p>
<p><span style="color: #888888;">Hubo otra sesión destacada sobre sitios web que le pueden ayudar a mantener en el lado correcto de la ley cuando se trata de los derechos de autor. Algunos de los sitios que vimos incluida, la Oficina de autor de EE.UU., Copyrightlaws.com, Copyright y uso razonable, Creative Commons, y muchos otros. (Voy a tratar de volver a este tema tan importante en otro post.)</span></p>
<p><span style="color: #000000;">I attended a number of other sessions, but this handful especially stuck with me. Now I&#8217;m looking forward to next year&#8217;s AALL conference in Boston!</span></p>

Each section of the structure is meant to be a small, curated collection on a particular subject. The help of experts like librarians, teachers, and general book lovers are very welcome.</span></p>
<p><span style="color: #888888;">Mire esta fabulosa idea para ayudar a traer bibliotecas a los espacios públicos! <a href="http://www.theuniproject.org/">The Uni</a> es una estructura ligera que puede contener una pequeña colección de biblioteca y una serie de bancos para acomodar a la mientras leen. Cada sección de la estructura está destinada a ser una pequeña colección, que ha sido curada, sobre un tema particular. La ayuda ayuda de expertos como bibliotecarios, maestros, y amantes del libro en general esta muy bienvenidos.</span></p>
<p><span style="color: #000000;">The folks behind this project already had great success with the <a href="http://www.bilinguallibrarian.com/2009/10/15/chinatown-storefront-library/"><span style="color: #000000;">Storefront Library</span></a> that set up in Boston&#8217;s Chinatown neighborhood between 2009 and 2010.</span></p>

<p><span style="color: #333399;"><strong>Background</strong></span></p>
<p><span style="color: #333399;">The Inter-American Development Bank (IDB) continues to strengthen its strategy for the implementation of international standards and good practices for the processing, storage and dissemination of  Bank’s publications to facilitate access to quality and pertinent knowledge in a timely manner and enhance the visibility of the Bank’s Knowledge Products (KPs) among relevant target groups within the Bank and in LAC. One of the fundamental pieces of this strategy is the Bank Repository of Institutional Knowledge (BRIK), coordinated by the Knowledge Management Division and the Felipe Herrera Library of the Bank. Among the various aspects of the Repository Project is the implementation of a repository platform able to interact with current Bank tools and external knowledge sources which will consolidate access, and provide additional context and meaning to Bank knowledge products, in coordination with the development and implementation of a faceted controlled vocabulary and the adoption of a metadata schema compliant with international standards to facilitate classification, retrieval, and exchange.</span></p>
<p><span style="color: #333399;"><strong>Objective of the consultancy</strong></span><br />
<span style="color: #333399;"><strong> Main Activities</strong></span></p>
<ul>
<li><span style="color: #333399;">Maintain controlled vocabulary files (faceted, poly-hierarchical) as needed both in hosting software (source) and within systems leveraging the source files.</span></li>
<li><span style="color: #333399;">Assist in the design, development, and monitoring of a Vocabulary Portal, researching Bank’s subject vocabulary and  updating thesaurus according to current events  of issues in  Latin American development.</span></li>
<li><span style="color: #333399;">Continuously seek for advice and feedback in understanding Bank’s use of subject terms by specialists in project and sectorial teams.</span></li>
<li><span style="color: #333399;">Identify and upload documents into the Bank’s Institutional Repository (BRIK).</span></li>
<li><span style="color: #333399;"> Review and edit metadata of documents in BRIK as assigned, adhering to cataloging standards and policies.</span></li>
<li><span style="color: #333399;">Serve as a support contact for questions related to BRIK and the controlled vocabulary, including troubleshooting and performing hands-on training for Bank personnel.</span></li>
<li><span style="color: #333399;">Work in close coordination with BRIK Repository and Vocabulary Portal teams.</span></li>
<li><span style="color: #333399;">Other activities as assigned, in support of the Repository project team.</span></li>

<p><span style="text-decoration: underline; color: #333399;">Experience</span></p>
<ul>
<li><span style="color: #333399;">Experience with taxonomy/ vocabulary development.</span></li>
<li><span style="color: #333399;">Knowledge of metadata schemas highly desired.</span></li>
<li><span style="color: #333399;">Highly proficient in conducting internet research and utilizing current web technology, etc.</span></li>
<li><span style="color: #333399;">Advanced knowledge of  Microsoft Office applications  (Excel,  Word,  PowerPoint,  Outlook, etc).</span></li>
<li><span style="color: #333399;">Web-programming / website design experience a plus.</span></li>
</ul>

<ul>
<li><span style="color: #333399;">Proficient in both Spanish and English, written and spoken.</span></li>
