Last week I had a great visit at the Law Library of Congress. My visit began with an introduction by David Mao, Deputy Law Librarians of Congress, who gave share some historical background about the library, the scope of the collection, and the type of services they provide.

La semana pasada tuve una visita excelente en la Biblioteca de Leyes del Congreso. Mi visita comenzó con una introducción de David Mao, Bibliotecarios Adjunto de Derecho del Congreso, quién dio a compartir algunos antecedentes históricos sobre la biblioteca, el alcance de la colección, y el tipo de servicios que prestan.

The LOC was established in 1800 as the government moved from Philadelphia to DC. In 1814 the library was destroyed with the British burned the Capitol Buildings, and in 1815 the library began anew with the purchase of Thomas Jefferson’s personal library. As the country grew and acquired the Louisiana Territory, Florida, and a portion of Mexico, the Law LOC strengthen their effort to collect foreign law.

La LOC se estableció en 1800 cuando el gobierno se traslado de Filadelfia a Washington DC. En 1814 la biblioteca fue destruida por los británicos quienes quemaron los edificios del Capitolio. En 1815 la biblioteca comenzó de nuevo con la compra de la biblioteca personal del ex-presidente Thomas Jefferson. A medida que el país creció y adquirió el territorio de Louisiana, Florida, y una parte de México, la LOC jurídica fortaleció sus esfuerzos para coleccionar ley extranjera.

Afterwards I met Janice Hyde, director of GLIN Central. Janice share all her tricks about this great database. And in case you don’t know about GLIN, it stands for Global Legal Information Network and it’s a great tool to find official texts of laws, regulations, judicial decisions, and other complementary legal sources contributed by governmental agencies and international organizations. The initial search screen is a Google style search box, but you can also select “More search options” and limit your search by country, date, and subject terms - do notice that you can download this entire index and use it for your own work if needed. And here is the search guide Janice shared with me, it’s everything you ever wanted to know about GLIN.

Next came Eduardo Soares, Senior Foreign Law Specialist. Eduardo and the other foreign law specialist tend to have been raised and received their legal training abroad. Such a background allows them to be experts in other legal systems so they may correctly explain these jurisdictions to Congress members and other patrons. Their expertise also allows them to do comparative research and help local patrons research legislation from around the world. The foreign law specialist also produce reports that will inform congress members about a variety of topics. Many of these report are initially available only to Congress, but some of the information is shared with the public later on through a variety of means.

Después vino Eduardo Soares, Especialista Principal del Derecho Extranjero. Eduardo y los otro especialista en derecho extranjero tienden a se extranjeros y a haber recibido su capacitación profesional en su país de origen. Su currículo les permite ser expertos en otros sistemas jurídicos, lo cual les permite poder explicar estas jurisdicciones a los miembros del Congreso y otros usuarios de la biblioteca. Su experiencia también les permite hacer estudios comparativos, y ayudar a sus usuarios a hacer investigación sobre la legislación del mundo. El especialista en derecho extranjero también elaborar informes que informarán a los miembros del Congreso acerca de una variedad de temas. Muchos de estos informes están disponibles inicialmente sólo para el Congreso, pero parte de la información es compartida con el público más adelante a través de una variedad de medios.

One of the places where to access information gathered by the foreign law specialist if the Global Legal Monitor. Here are all their RSS options. I’m subscribed to a few of these, and love receiving their notices directly in my reader. Another place to check is the Current Legal topics which provide commentary and recommended resources about events with legal significance. A third place to look are their Guides to the law Online. Here you will find tons of great resources on USA law, many countries around the world, as well as international and multinational law.

Uno de los lugares donde se comparte la información recopilada por el especialista en derecho extranjero es el Global Legal Monitor. Aquí están todas las opciones de RSS. Estoy suscrito a algunos de estos, y me encanta recibir sus anuncios directamente en mi lector. Otro lugar para ver es Temas Jurídicos Actuales que ofrecen comentarios y recursos recomendados sobre los acontecimientos con relevancia jurídica. Un tercer lugar para buscar son sus guías de la ley en línea. Aquí usted encontrará toneladas de excelentes recursos sobre legislación de EE.UU., la ley de muchos países del mundo, así como el derecho internacional y supranacional.

Then I met Matthew Braun, who works reference at the Law Loc. He shared a lot of general information about their services and how to find legal resources for the USA. One of the best destinations is THOMAS, which offers you USA legislation. Two other interesting online collection are the Supreme Court Nominations, and A Century of Lawmaking . He also answered questions about how to use the Law LOC (you just show up, and register for an ID), and their ILL services to other libraries. The Law LOC reference department is around to help everyone with their legal research. Here are the many topics they cover and their contact information.

Luego conocí a Matthew Braun, quien trabaja como referenciasta en la LOC jurídica Braun compartió una gran cantidad de información general sobre sus servicios y como encontrar los recursos para investigación sobre la legislación de los EE.UU. Uno de los mejores portales es THOMAS, el cual ofrece la legislación estadounidense. Otras dos colecciones en línea interesantes son las Postulantes para la Corte Suprema de Justicia, y Un siglo de Legislación. También respondió preguntas acerca de cómo usar la su biblioteca (basta con aparecerse, y registrarse para obtener un carné), y sus servicios de préstamo interbibliotecario con otras instituciones. Last, but certainly, not least, Clifton Brown, Program Specialist for outreach and services allowed me to see their stacks! The onsite collection covers a football field and it’s a sight to see. Rows upon rows of books from all around the world, and any language you can image.

Por último, pero no por ello menos importante, Clifton Brown, especialista del programa de servicios de extensión ¡me permitió ver la estantería privada de la biblioteca! La colección abarca todo un campo de fútbol y es un espectáculo digno de ver. Filas y filas de libros de todo el mundo, y cuantos idiomas pueda imaginar.

As the de facto National Library, the LOC works to serve Congress, the Supreme Court, and all the rest of us! Today anyone from the USA or abroad can call, email, or show up at the Law LOC and get help with their research. If you are in DC, do go visit them, they are doing wonders with our tax dollars!

This is one of the cutest things I’ve ever seen and a great idea as well! The Little Free Library is a project to promote literacy and love of reading by creating a network of these cute little libraries holding books you can take for free! The folks behind this project have the ambitous aim of setting up more Little Free Libraries than carnegy built regular libraries during his time. Currently there are a number of these libraries around the USA with plans for global expansion. I hope they surpass their goal.

¡Esta es una de las cosas más lindas  que haya visto y una genial! La Pequeña Biblioteca Gratuita es un proyecto que promueve la alfabetización y el amor por la lectura a través de la creación de una red de estas adorables bibliotecas que contiene libros que puede tomar de forma gratuita! La gente detrás de este proyecto tienen como el ambicioso objetivo de crear mas de estas lindas biblioteca de las que construyo Carnegie en su época. En la actualidad hay un número de estas bibliotecas en todo los EE.UU., con planes de expansión global. Espero que superen su objetivo.

Background

The Inter-American Development Bank (IDB) continues to strengthen its strategy for the implementation of international standards and good practices for the processing, storage and dissemination of Bank’s publications to facilitate access to quality and pertinent knowledge in a timely manner and enhance the visibility of the Bank’s Knowledge Products (KPs) among relevant target groups within the Bank and in LAC. One of the fundamental pieces of this strategy is the Bank Repository of Institutional Knowledge (BRIK), coordinated by the Knowledge Management Division and the Felipe Herrera Library of the Bank. Among the various aspects of the Repository Project is the implementation of a repository platform able to interact with current Bank tools and external knowledge sources which will consolidate access, and provide additional context and meaning to Bank knowledge products, in coordination with the development and implementation of a faceted controlled vocabulary and the adoption of a metadata schema compliant with international standards to facilitate classification, retrieval, and exchange.

Objective of the consultancy
Main Activities

• Maintain controlled vocabulary files (faceted, poly-hierarchical) as needed both in hosting software (source) and within systems leveraging the source files.
• Assist in the design, development, and monitoring of a Vocabulary Portal, researching Bank’s subject vocabulary and updating thesaurus according to current events of issues in Latin American development.
• Continuously seek for advice and feedback in understanding Bank’s use of subject terms by specialists in project and sectorial teams.
• Identify and upload documents into the Bank’s Institutional Repository (BRIK).
• Review and edit metadata of documents in BRIK as assigned, adhering to cataloging standards and policies.
• Serve as a support contact for questions related to BRIK and the controlled vocabulary, including troubleshooting and performing hands-on training for Bank personnel.
• Work in close coordination with BRIK Repository and Vocabulary Portal teams.
• Other activities as assigned, in support of the Repository project team.

Deliverables

• Consistent provision of timely, high-quality service and products.
• Updated Vocabulary file.
• Final report including achievements and lessons learned upon completion of contract.

Today, Sunday, the famous biblioburro can be seen at the 93 park in Bogota! With him will come the campaign titles “Colors, the superheroes of our times.” The campaign highlights real-life characters who fight to improve their community.

Professor Luis Humberto Bohórquez Soriano is the originator of this wonderful idea, which has been around for over 12 years. If you want to learn more of this amazing story click here.

Last week I was in Philly for the annual SALALM conference. I always look forward to this conference because I know I will be attending interesting panels, hearing about great projects, and meeting very dedicated librarians and vendors, all with Latin American as a background.

La semana pasada estuve en Filadelfia para la conferencia anual de SALALM. Siempre estoy esperando que ya sea hora para nuestra próxima conferencia porque sé que habrán paneles muy interesantes, oiré hablar de grandes proyectos, y me reuniré con bibliotecarios y libreros muy dedicado a su labor, todos esto con América Latina como telón de fondo.

This year, and with the help of John Wright (BYU), Ellen Jaramillo (Yale), and Carlos Retta (Retta Libros), I helped organize a workshop for the Libreros (book vendors) who attend SALALM. The idea for this workshop was born last year at our yearly conference when we were again reminded about the technical services trends by which more and more of the work that used to be done by librarians in house, is now being pushed out to the vendors, a good amount of whom are not yet sure how to respond to this change.

Este año, y con la ayuda de John Wright (BYU), Ellen Jaramillo (Yale), y Carlos Retta (Retta Libros) ayude a organizar un taller para los libreros que asisten a SALALM. La idea de este taller nació el año pasado en nuestra conferencia anual cuando se nos recordó sobre las tendencias en servicios técnicos donde cada vez más el trabajo que hacían bibliotecarios en sus bibliotecas ahora se le esta empujando hacia los libreros, una buena cantidad de los cuales aún no están seguros de cómo responder a este cambio.

Most of the Libreros who specialize in Latin American are small, family run businesses who don’t always have the needed resources to implement major changes into their business plans. The economy has not helped since librarian’s budgets continue to be strained. With this in mind the group of us decided to do something about the situation. Our proposed solution was two fold; we would plan and deliver a workshop at our yearly conference which focused on some issue of technical services that could help the Libreros; and secondly we created a online space where were could share information and exchange ideas. This year was our first workshop and it was a resounding success.

La mayoría de los libreros especializados en América Latina son empresas familiares pequeñas, que no siempre cuentan con los recursos necesarios para implementar grandes cambios en sus planes de negocio. La economía no ha ayudado esta situación, ya que los presupuestos de los bibliotecarios se siguen cortando. Con esto en mente decidimos hacer algo al respecto. Nuestra solución fue una propuesta doble; queremos organizar y ejecutar un taller en nuestra conferencia anual que se centra en algún tema de servicios técnicos que pueden ayudar a los libreros, y en segundo lugar hemos creado un espacio en línea donde se pueden compartir ideas e intercambiar información. Este año fue nuestro primer taller y fue un éxito rotundo.

For our first workshop we contacted Tony Harvell from UCSD to deliver a presentation on EDIFACT invoicing. For those not familiar for EDI invoicing, it’s a system by which vendors can deliver invoices in electronic form which helps librarians harvest basic bibliographic information without having to retype it, and helps speed up payment to the vendor. Tony offered general information about EDI invoicing, needed software, and other alternatives vendors can implement while preparing to offer this service.

Para nuestro primer taller contactamos a Tony Harvell de UCSD para ofrecer una presentación sobre la facturación EDIFACT. Para aquellos que no han escuchado sobre la facturación EDI, este un sistema por el cual los vendedores pueden entregar facturas en formato electrónico de los cuales los bibliotecarios pueden sacar información bibliográfica básica sin tener que volver a escribirla, también ayudan a acelerar el pago al vendedor. Tony ofreció información general sobre la facturación EDI, el software necesario y otras alternativas que se pueden aplicar mientras se prepara para ofrecer este servicio completo.

After the session most Libreros came up to us to say how useful this session had been and to express the desire that we continue these workshops. For the four of us organizing this event it was very rewarding to receive such positive feedback, and now we are all very committed to making this a yearly event. In a couple of months we will be sending our Libreros a survey gathering some pointed feedback on the session and getting suggestions for next year’s session.

Después de la sesión la mayoría de libreros se acercaron decirnos que tan útil había sido esta sesión ha sido y para expresar el deseo de que continuemos con estos talleres. Para los cuatro de nosotros organizando este evento fue muy gratificante recibir comentarios positivos, y ahora todos estamos muy comprometidos a ofrecer este taller de manera anual. En un par de meses estaremos enviando a nuestros libreros una encuesta buscando comentarios sobre el taller y sugerencias para la sesión del año entrante.

The second aspect of this project was creating an online space  we titled “Libreros SALALM” where we can share information and exchange ideas throughout the year. I anticipate that this will be a very useful tool to keep in touch since we are only able to meet in person once a year. On this site we are gathering information about changes in library’s technical services, changes in the cataloging world regarding MARC21, RDA and the like, and related announcements from major libraries such as the Library of Congress.

El segundo aspecto de este proyecto fue crear un espacio en línea que hemos titulado “Libreros SALALM” donde podemos compartir ideas e intercambiar información todo el año. Anticipo que esta será una herramienta muy útil para mantenerse en contacto ya que sólo nos podemos reunir en persona una vez al año. En esta página estamos reuniendo información sobre los cambios en los servicios técnicos de la biblioteca, cambios en el mundo la catalogación con respecto al MARC 21, RDA y otros temas similares, y anuncios relacionados con las bibliotecas mas grandes, como lo es la Biblioteca del Congreso (EE.UU).

I suspect that the challenges Latin American Libreros are facing with all the changes in technical services are probably the same ones vendors in other parts of the world are also facing. Hopefully this project, and similar ones will help ensure that our Libreros continue prospering which will in turn continue to enrich our library collections. It’s a win-win situation.

Sospecho que los desafíos que enfrentan nuestros libreros Latinoamericanos son los mismos que deben enfrentar los vendedores del resto del mundo. Esperemos que este proyecto y otros similares ayuden a garantizar que nuestros Libreros sigan prosperando, ya que a su vez continuarán enriqueciendo nuestras colecciones bibliotecarias. Es una situación donde ganamos todos.

The University of San Antonio Texas has created a bilingual blog titled La Cocina Histórica, to share recipes from their Mexican, Texan, and Southwestern cookbook collection, which includes items that date back to the 1700s. Every week a librarian will add a new entry which includes information on the book itself, and pictures of the recipe being made.

La Universidad de San Antonio, Texas ha creado un blog bilingüe, titulado La Cocina Histórica, para compartir recetas  mexicanas, tejanas, y del suroeste de los EE.UU., algunos de los cuales remontan a los 1700. Cada semana un bibliotecario agregará una nueva entrada que incluye información sobre el libro, y fotos de la preparación de estas receta.

The blog includes some great recipes; here’s an entry all about salsas from a 1831 book titled “El cocinero mexicano ó Colección de las mejores recetas para guisar al estilo americano : y de las más selectas según el método de las cocinas española, italiana, francesa e inglesa.” The most recent entry is for strawberry soup!

El blog incluye excelentes recetas; aquí hay una entrada sobre salsas sacada de un libro de 1831,titulado ”El cocinero mexicano ó Colección de las Mejores Recetas para guisar al estilo americano: y de las más selectas según el método de las cocinas española, italiana, francesa e inglesa.” La entrada más reciente es para sopa de fresa!

Last week I was back home for the 24a Feria Internacional del Libro de Bogotá! I’ve attended this fair before as a kid, but this was my first attendance in a professional capacity. As a “Visitante Professional” I was invited to purchase material for my library, meet new vendors, and network with other information professionals working with Latin American material.

¡La semana pasada estuve de regreso en Colombia para la 24a Feria Internacional del Libro de Bogotá! Ya había asistido a esta feria de niña, pero esta fue mi primera visita en capacidad profesional. Como “Visitante Profesional” fui invitada a comprar material para mi biblioteca, conocer nuevos proveedore y establecer contractos profesionales de la información que trabajan con material de Américan Latina.

The book fair in Bogotá is the third largest in Latin America (after Guadalajara and Buenos Aires), and this year’s guest of honor was Ecuador. I got a chance to attend the official opening of the fair, who’s special guest included Colombia’s president Juan Manuel Santos, Ecuador’s president Rafael Correa, Colombia’s former president Belizario Betancur, and Colombia’s minister of education/acting mayor of Bogotá Maria Fernanda Campo.

La feria del libro en Bogotá es la tercera más grande en América Latina (después de Guadalajara y Buenos Aires), y el invitado de honor este año fue Ecuador. Tuve la oportunidad de asistir a la inauguración oficial de la feria, cuyos invitados especiales incluyeron el presidente de Colombia Juan Manuel Santos, el presidente Ecuatoriano Rafael Correa, el ex-presidente de Colombia Belisario Betancur, y la ministra de Educación de Colombiana y alcaldesa encargada de Bogotá, María Fernanda Campo.

The inauguration was a bit long with every panelist spending about 10 minutes personally thanking about 10 other people for the opportunity to speak at this event, but very interesting otherwise since it signals the warming of relations between Colombia and Ecuador. The two countries had gone through a scuffle three years ago when Colombia crossed into Ecuadorian territory chasing after a leader of the FARC. But things seems much improved now, and both presidents repeatedly expressed their desire to strengthen this friendship and help each other out.

La inauguración estuvo un poco larga ya que cada panelista se tomo unos 10 minutos personalmente agradeciendo como10 personas más por la oportunidad de hablar en este evento. De cualquier manera el evento estuvo muy interesante ya que señala el acercamiento entre Colombia y Ecuador. Hace tres anos los dos países habían pasado por un disgusto cuando tropas Colombianas cruzaron a territorio ecuatoriano persiguiendo a un líder de las FARC. Pero las cosas parecen estar mejorando y los dos presidentes expresaron repetidamente su deseo de fortalecer esta amistad y ayudarse mutuamente.

President Correa was at the fair as president, but also as author, and this was the launching pad for his new book “Ecuador: de Banana Republic a la no república.” And although these two presidents embrace different political agendas, both seemed open minded enough to listen to the political views of the other. Unfortunately just as I was leaving this event I overheard some women at the fair saying they wouldn’t read or accept Correa’s book even if it was given to them for free.

Presidente Correa no solo fue en la feria como presidente, sino también como autor. La feria fue la plataforma de lanzamiento para su nuevo libro ”Ecuador: de Banana Republic a la no república.” Y aunque estos dos presidentes abarcan  diferentes agendas políticas, los dos  estuvieron dispuestos a escuchar la ideología política de el otro. Lamentablemente justo cuando estaba saliendo de este evento escuché algunas mujeres en la feria diciendo que no leerían o aceptarían el libro de Correa, incluso si fuese regalado.

My trip was short, but I accomplished everything I had set out to do. The first thing on my list was getting a subscription to a database that would offer me access to Colombia’s legislation. Once that was done I visited a number of the university press’ stands where I found some very interesting books about Colombia in the international realm and about the country’s business relationships. I also found the latest issue of the “Revista Interamericana de Bibliotecología” which includes a photograph I took in Medellín last year.

Mi viaje fue corto pero logre todo lo que me había propuesto hacer. Lo primero en mi lista era conseguir una suscripción a una base de datos que me ofreciera el acceso a la legislación Colombiana. Una vez hecho esto visité varios de los stands de las editoriales universitarias donde he encontrado algunos libros muy interesantes sobre Colombia en el ámbito internacional y sobre las relaciones comerciales del país. También encontré el último número de la “Revista Interamericana de Bibliotecología“, que incluye una fotografía que tomé en Medellín el año pasado.

Navegador Jurídico Internacional es un sitio web creado por el Instituto de Investigaciones Jurídicas de la UNAM que ofrece toda clase de recursos jurídicos sobre México y el resto del mundo. En la pagina inicial del sitio encontrara enlaces a la constitución actual de México, y a otras versiones mas antiguas. Navegador Jurídico Internacion (International Legal Browser) is a web site created by the Institute for Legal Researchof UNAM offering all sorts of legal resources on Mexico and the rest of the world. On the index page you will find links to Mexico’s current constitution, and previous versions. You’ll also find a brief description of how the governmental is organized and links to each agency. Some of the links you’ll find will refer you to informacion about the presidency, embassies and consulates, the senate, and the supreme court, among others.

El sitio igualmente ofrece un resume de  mas o menos la misma información de muchos otros paises, haciendo énfasis en los países del continente americano, el caribe, y Europa. También hay una pagina que ofrece legislacion de los paises en las americas y el caribe. Ademas el sitio ofrece enlaces a varias de las organizaciones internacionales relacionados con es campo, tales como son las Amnistía Internacional, la OEA, y el Comité Internacional de la Cruz Roja, entre otros.

The site also offers a summary of  more or less the same information for many other countries, focusing on countries in the Americas, the Caribbean, and Europe. There is also a page that offers legislation of the countries in the Americas and the Caribbean. In addition the site offers links to several international organizationsrelated to  the legal field, such as Amnesty International, the OAS and the International Committee of the Red Cross, among others.

Este navegador jurídico también le ofrece enlaces a un numero de institutos de investigación jurídica, escuelas de derecho, y varias bibliotecas que coleccionan material jurídico.

The Legal browser also offers links to a number of legal research institutes, law schools and several libraries that collect legal material.
