Background

The Inter-American Development Bank (IDB) continues to strengthen its strategy for the implementation of international standards and good practices for the processing, storage and dissemination of Bank’s publications to facilitate access to quality and pertinent knowledge in a timely manner and enhance the visibility of the Bank’s Knowledge Products (KPs) among relevant target groups within the Bank and in LAC. One of the fundamental pieces of this strategy is the Bank Repository of Institutional Knowledge (BRIK), coordinated by the Knowledge Management Division and the Felipe Herrera Library of the Bank. Among the various aspects of the Repository Project is the implementation of a repository platform able to interact with current Bank tools and external knowledge sources which will consolidate access, and provide additional context and meaning to Bank knowledge products, in coordination with the development and implementation of a faceted controlled vocabulary and the adoption of a metadata schema compliant with international standards to facilitate classification, retrieval, and exchange.

Objective of the consultancy
Main Activities

• Maintain controlled vocabulary files (faceted, poly-hierarchical) as needed both in hosting software (source) and within systems leveraging the source files.
• Assist in the design, development, and monitoring of a Vocabulary Portal, researching Bank’s subject vocabulary and updating thesaurus according to current events of issues in Latin American development.
• Continuously seek for advice and feedback in understanding Bank’s use of subject terms by specialists in project and sectorial teams.
• Identify and upload documents into the Bank’s Institutional Repository (BRIK).
• Review and edit metadata of documents in BRIK as assigned, adhering to cataloging standards and policies.
• Serve as a support contact for questions related to BRIK and the controlled vocabulary, including troubleshooting and performing hands-on training for Bank personnel.
• Work in close coordination with BRIK Repository and Vocabulary Portal teams.
• Other activities as assigned, in support of the Repository project team.

Deliverables

• Consistent provision of timely, high-quality service and products.
• Updated Vocabulary file.
• Final report including achievements and lessons learned upon completion of contract.

Requirements

Academic Degree

• Preferably, the Research Fellow should have, or currently be pursuing, a master’s degree in one of these areas: Library Sciences, Information Sciences, Knowledge Management, Latin American Studies, or a related discipline.
• Graduate students and recent graduates encouraged to apply.

Experience

• Experience with taxonomy/ vocabulary development.
• Knowledge of metadata schemas highly desired.
• Highly proficient in conducting internet research and utilizing current web technology, etc.
• Advanced knowledge of Microsoft Office applications (Excel, Word, PowerPoint, Outlook, etc).
• Web-programming / website design experience a plus.

Languages

• Proficient in both Spanish and English, written and spoken.
• Portuguese and/ or French a plus.

Skills

• Research Fellow should be able to multi-task and be highly organized.

• Should have a clear understanding of development issues in Latin America.

The University of San Antonio Texas has created a bilingual blog titled La Cocina Histórica, to share recipes from their Mexican, Texan, and Southwestern cookbook collection, which includes items that date back to the 1700s. Every week a librarian will add a new entry which includes information on the book itself, and pictures of the recipe being made.

La Universidad de San Antonio, Texas ha creado un blog bilingüe, titulado La Cocina Histórica, para compartir recetas  mexicanas, tejanas, y del suroeste de los EE.UU., algunos de los cuales remontan a los 1700. Cada semana un bibliotecario agregará una nueva entrada que incluye información sobre el libro, y fotos de la preparación de estas receta.

The blog includes some great recipes; here’s an entry all about salsas from a 1831 book titled “El cocinero mexicano ó Colección de las mejores recetas para guisar al estilo americano : y de las más selectas según el método de las cocinas española, italiana, francesa e inglesa.” The most recent entry is for strawberry soup!

Taking after Don Quijote, Finding Dulcinea is a site that evaluates millions of website and offers you only the best, and most trustworthy ones. The site offers over 300 web guides covering a vast array of topics, information on the news that goes beyond headlines, and entertainment on the web.

I looked through their web guides for Latin American studies. Here I found links to Latin American Journals and Research, Academic Programs, and links to a couple research collections. There aren’t hundreds and hundreds of links under every heading, and that’s exactly the point, to only see a few quality results.

Another great thing about this site is that it functions in several languages! The entire site is available in English and Spanish, and many of the web guides are also available in Chinese and Russian!

Amazingly, Finding Dulcinea is powered by real human beings, not the latest tech trend, or search algorithm. They call themselves the “Librarian of the Internet,” and as a good librarian they focus on quality information.

The folks behind Finding Dulcinea also run the sites Sweet Search and SweetSearch2Day. Sweet Search is a search engine, actually it’s several search engines guided towards several different audiences. There is one for school librarians, one focused on biographies, and one focused on Social Studies, among others. Sweet Search 2 Day aims at offering you the a daily curated view of the best of the web.

Tomando después de Don Quijote, Encontrando Dulcinea es un sitio que evalúa millones de página web y le ofrece sólo los mejores sitios y de mayor confianza. El sitio ofrece más de 300 guías de la red que cubren una amplia gama de temas, información sobre la noticia de que va más allá de los titulares, y lo mejore en entretenimiento en la web.

Estuve mirando a través de sus guías web sobre estudios latinoamericanos. Encontré enlaces a revistas sobre América Latina e Investigación, Programas Académicos, y enlaces a un par colecciones de investigación. No hay cientos y cientos de enlaces bajo cada tema y eso es exactamente el punto, la idea es ver sólo algunos resultados de calidad.

¡Otro aspecto maravilloso de este sitio es que funciona en varios idiomas! Todo el sitio está disponible en español e inglés, y muchas de las guías web también están disponibles en chino y ruso!

Sorprendentemente, Buscando a Dulcinea esta impulsado por seres humanos, no la tecnología más, o algún algoritmo de búsqueda. La gente del sitio se hacen llamar el “bibliotecario del Internet” y como un buen bibliotecario se centran en información de calidad.

La gente detrás de Buscando Dulcinea también manejan Sweet Search y SweetSearch2Day. Sweet Search es un motor de búsqueda; bueno en realidad son varios motores de búsqueda guiados a ciertos públicos. Hay uno para bibliotecarios escolares, uno centrado en las biografías, y uno sobre las Ciencias Sociales, entre otros. Sweet Search 2 Day tiene por objeto ofrecerle un resumen diario de la mejor de la web.

Todos estos sitios son magnificos. ¡Écheles un vistazo!

Amsterdam’s Schiphol Airport has opened the doors to the world’s first permanent airport library! What a great idea! Airports can often be such boring places, specially when your flight is delayed, so what better way to pass the time than to curl up with a good book or movie?

The library will not actually loan out material, but instead will offer comfortable places to read, listen to music, and watch movies, and has a “download” room where users can download material on to their mobile devices. The library also functions on plain and simple trust. There are no permanent employees, and the only effort to discourage theft is a sticker on the item. Since the library opened very few items have been lost, although some do seem to go on vacation and eventually return. The larger portion of the collection is material in English, but the library includes material in over two dozen languages.

The project is backed by ProBiblio Dutch public library organization with money from the ministry of education, culture and science.

10/16/2010 – Given the popularity of this post I’m guessing a lot of us would like our local airport to set up libraries. This is just such a great idea, specially in cities with regular bad weather throughout the year.

¡El Aeropuerto Schiphol de Amsterdam ha abierto las puertas a la primera biblioteca permanente del mundo en un aeropuerto! ¡Excelente idea! Los aeropuertos a menudo pueden ser lugares super aburrido especialmente cuando nos retrasan los vuelos, así que qué mejor manera de pasar el tiempo que acurrucarse con un buen libro o una película?

La biblioteca realmente no presta el material que tiene, pero si ofrecen lugares cómodos para leer, escuchar música y ver películas, y tiene un sala de “descargas” donde los usuarios pueden descargar material a sus dispositivos móviles. La biblioteca funciona por pura y simple confianza. No hay empleados permanentes y el único esfuerzo para desalentar el robo es un adhesivo sobre los libros. Sin embargo desde que la biblioteca abrió sus puertas muy pocos productos se han perdido, aunque algunos parecen ir de vacaciones y vuelven con el tiempo. La porción más grande de la colección es material en Inglés pero la biblioteca incluye materiales en más de dos docenas de lenguas.

El proyecto está respaldado por la organización neerlandesa de la biblioteca pública ProBiblio y funciona con dinero del ministerio de educación, la cultura y la ciencia.

10/16/2010 – Dada la popularidad de este post supongo que a muchos de nosotros nos gustaría que nuestro aeropuerto también estableciera una biblioteca. Es que es una idea genial, especialmente en ciudades donde regularmente hay mal clima durante el año.

A couple of days ago my friend Liz called with a work related questions; Her employer wants to offer all the employees at this business the opportunity to improve their English, and she wanted suggestions. (I love that all my friends are regularly turning to their librarian friend for all sorts of questions!)

My first thought was her local community college. The community college usually offers a wide range of courses at an affordable price and tend to offer classes during the day and the evening, thus accommodating almost anyone’s schedule. Bunker Hill Community College in Boston has even started offering courses literally in the middle of the night to accommodate even the most demanding schedules. The other advantage of the community college is that you don’t have to be enrolled in a full program, you can just take a couple courses here and there for life enrichment.

My second though was to take advantage of the resources of her local public library. As far as I can tell, all public libraries in the USA have some language learning material, either to improve your English or to learn another language. These language sections are usually well labeled, but if you can’t find them, ask the librarian. Many of these courses are tools such as language aids on CDs, videos, and workbooks, and all should circulate.

But this isn’t all, some public libraries offer language learning software accessible with your public library ID and password from the comfort of your home. The BPL offers me access to Powerspeak and Auralog, both programs that will teach me Spanish, French, Mandarin, German, Dutch, and ESOL, all for free and from the comfort of my kitchen table!

And if all this isn’t enough, go visit your local public library and find their language learning center. Most public libraries have computer terminals loaded with state of the art equipment and software that will help you learn a new language or improve on a language you already know.  Chances are you might even find a group of people who meet at the library to practice a language ; you can join them as well.

Of course, these courses might not be sophisticated enough for some people’s language needs, but they are an excellent starting point.

Hace un par de días mi amiga Liz me llamo con una serie de preguntas relacionadas su trabajo; su empleador quiere ofrecerle a todos los empleados de este negocio la oportunidad de mejorar su Inglés, y ella quería sugerencias. (Me encanta que todos mis amigos regularmente llaman a su amiga bibliotecaria para todo tipo de preguntas!)

Mi primera idea fue su “community college”. El community college por lo general ofrece una amplia gama de cursos a un precio asequible y tienden a ofrecer clases durante el día y la noche, horario que permite acomodar al horario de casi todos. Bunker Hill Community College en Boston ha comenzado a ofrecer clases literalmente a media noche, logrando acomodar hasta los horarios más exigentes. La otra ventaja del community college es que usted no tiene que estar inscrito en un programa completo, en vez puede tomar un par de cursos aquí y allá como enriquecimiento personal.

Mi segunda idea es aprovechar los recursos de su biblioteca pública. Hasta donde me consta, todas las bibliotecas públicas en los EE.UU. tienen algo de material para aprendizaje de idiomas, ya sea para mejorar su inglés o para aprender otro idioma. Estas secciones lingüísticas suelen estar bien demarcadas, pero si no puede encontrarlas, solicite ayuda de un bibliotecario. Muchos de estos cursos son herramientas tales lecciones en CDs, videos y libros, y todos deben circular.

Pero esto no es todo, algunas bibliotecas públicas ofrecen software para aprender idiomas que son accesibles con su numero de la biblioteca pública y la contraseña, y son accesibles desde la comodidad de su hogar. La BPL me ofrece acceso a Powerspeak y Auralog, dos programas que me enseñan español, francés, mandarín, alemán, holandés, e ingles para quienes hablan otros idiomas (ESOL), todos de forma gratuita y desde la comodidad de mi mesa de cocina!

Y si todo esto no es suficiente, vaya a visitar su biblioteca pública y busque su centro de aprendizaje de idiomas. La mayoría de las bibliotecas públicas tienen terminales de computadora cargada con la tecnología y software mas reciente que le ayudarán a aprender un nuevo idioma o mejorar una lengua que ya conoce. Incluso es probable que pueda encontrar un grupo de personas que se reúnen en la biblioteca para practicar un idioma, podría unirseles también.

Por supuesto estos cursos no siempre serán lo suficientemente sofisticados para las necesidades lingüísticas de todos, pero son un excelente punto de partida.

At the beginning of the month I was in Montreal and got to visit La Grande Bibliothèque! This library is one of the city’s largest public libraries, and the collection is part of the Library and National Archives of Québec. I presume that since this region of Canada includes a vibrant separatist movement they feel the need to have their own national library and archives.  Politics aside, library holds about 4 millions items, most of which are in French, and 30% in English. This library is one of the most popular libraries in the francophone world, and I when I visited on a Sunday, the place really was full of people.

¡A principios del mes estuve en Montreal y pude visitar La Grande Bibliothèque! Esta biblioteca es una de las bibliotecas públicas mas grandes de la ciudad y la colección es parte de la Biblioteca y Archivos Nacionales de Québec. Supongo que como esta región de Canadá incluye un movimiento separatista vibrante que deben sentir la necesidad de tener su propia biblioteca y archivos nacionales. Política aparte, la biblioteca cuenta con cerca de 4 millones de artículos, la mayoría de los cuales están en francés y 30% en Inglés. Esta biblioteca es una de las colecciones más populares en el mundo de habla francesa, y el domingo que estuve de visita, el lugar realmente estaba lleno de gente.

On their website the library breakups their various collections with brief explanations of what you may expect to find. They have a large collection covering Quebec’s Heritage, archives that date back to the 17th century, resources for genealogical work, maps, government publications, and material which has been digitized, including an RSS for the most recent additions to this collection.

En su sitio web de la biblioteca separa sus diversas colecciones con una breve explicación de lo que usted puede encontrar en cada una. The library also offers many of the usual services you would expect from a large public library; they have a calendar of events which includes a number of activities for small children, guided tours of the library in French or English, computer workshops, and ongoing exhibitions.

Google just announced a new tool that will help us search the web in languages other than English. If you use Google search in any of the non-English languages that Google supports you should see a small icon which when clicked on, should pop-up a small keyboard in that language.

There is also a poll to suggest more languages for use with this tool.

Si usa Google para búsquedas de la web en cualquiera de los idiomas (aparte de inglés) que Google apoya debería ver un pequeño icono que cuando presionado aparecerá un pequeño teclado en ese idioma.

A couple days ago Google announced that they have given us yet another tool to help with instant translations. Word Translator is an addition to the Google Toolbar which allows you to hover over a word and get an instant translation. This tool will be most helpful when reading material in a language we already have some dominion of and just need that extra bit of help here and there. Word Translator functions in over two dozen languages.

Here is an example of the word “vitesse” (speed) translated from French to German. / He aquí un ejemplo de la palabra "vitesse" (velocidad), traducido del francés al alemán

Hace un par de días Google anunció que nos han dado una herramienta más para ayudar con traducciones al instante.  Word Translator (Traductor de Palabras) es una adición al Google Toolbar (barra de herramientas de Google) que le permite flotar sobre una palabra y obtener una traducción inmediata. Esta herramienta será muy útil mientras leemos material en un idioma sobre el cual ya tienen algún dominio y sólo de vez en cuando necesitamos un poco de ayuda adicional. Word Translator funciona en más de dos docenas de idiomas.

Late last month the Spanish Minister of Culture, Ángeles González-Sinde, announced the release of Hispana: colecciones digitales de archivos, bibliotecas y museos españoles. Hispana aggregates over one million digital items from 121 different Spanish institutions, including libraries, museums, archives, as well as private and public organizations. The site also includes a directory of ongoing digitization projects in Spain, currently totaling well over 400 entries. In essence it is the Spanish version of Europeana. The site functions in Spanish, English, Catalan, Basque, and Galician.

A fines del mes pasado la ministra española de cultura, Ángeles González-Sinde anunció el lanzamiento de Hispana: Colecciones Digitales de Archivos, Bibliotecas y Museos españoles. Hispana reúne más de un millón de artículos digitales originando de 121 instituciones españolas, incluyendo bibliotecas, museos, archivos, así como organizaciones privadas y públicas. El sitio también incluye un directorio de proyectos de digitalización en curso en España, en la actualidad incluye más de 400 entradas. En esencia, es la versión española de Europeana.
